Job Description KLC Consulting, Inc. Requirement for: Technical Training Manager - Tallahassee, FL Contact: Maggie Manning: End Client: Department of Financial Services, Office of Finance and Budget 200 East Gaines Street, Tallahassee, FL Due Date: October 2, 2026 by 12 Noon EST Duration: Upon issuance of the PO until June 30, 2027, with likely extensions. All onsite work will be performed at the Department of Financial Services, Office of Finance and Budget located at 200 East Gaines Street, Tallahassee, Florida or at the Division of Accounting and Auditing located at 201 East Gaines Street, Tallahassee, Florida. In the event of second round interviews, face to face interviews may be required. Objectives: The Department needs staff augmentation services for the Office of Finance Budget (OFB) and the Division of Accounting and Auditing (A&A). These positions will assist the Office of Finance and Budget and the Division of Accounting and Auditing with operational activities that involve agency and enterprise business system support, financial reconciliations between systems, and processes for transitioning to Florida PALM. This support will align with accounting, financial, reporting, and payroll functions as described in the SOW. Technical Training Manager Task List: The Technical Training Manager shall provide curriculum development, instructional design, training delivery strategies, and the creation of end-user performance support materials to ensure users are prepared to effectively utilize new business processes and technology. Specifically, the Technical Training Manager shall provide the following: 1. Training Strategy and Curriculum Development · Lead the design, development, and management of comprehensive training curricula supporting business and Florida PALM implementation initiatives. · Develop and maintain role-based learning paths, instructor-led training materials, virtual training content, self-paced eLearning modules, and blended learning solutions. · Apply adult learning principles and instructional design methodologies (such as ADDIE or similar) to develop effective learning solutions. · Develop and execute agency-wide training strategies, schedules, communications, and deployment plans supporting Florida PALM implementation milestones. · Manage multiple concurrent curriculum development efforts while ensuring consistency, accuracy, and adherence to project timelines. 1. Performance Support and Learning Materials · Oversee the creation and maintenance of job aids, quick reference guides, standard operating procedures (SOPs), user manuals, knowledge articles, FAQs, videos, and other performance support materials using a variety of instructional methods and media. · Maintain training repositories, version control, and document management processes for all training deliverables. · Ensure all training materials comply with accessibility standards, agency policies, and project documentation requirements. 1. Stakeholder Collaboration and Training Needs · Collaborate with business owners, subject matter experts (SMEs), project managers, change management staff, and technical teams to identify training needs and develop appropriate learning solutions. · Support organizational change management initiatives by developing communication and learning strategies that promote user adoption and operational readiness. 1. UAT and Implementation Readiness · Assist with User Acceptance Testing (UAT) training readiness activities, ensuring users understand testing procedures, business scenarios, and system functionality. 1. Training Delivery and Event Coordination · Coordinate classroom, virtual, webinar, and hybrid training events, including instructor preparation and learner support. 1. Training Evaluation and Continuous Improvement · Evaluate training effectiveness through surveys, assessments, learner feedback, performance metrics, and post-training evaluations; recommend continuous improvements based on results. 1. Leadership, Reporting, and Governance · Provide leadership and mentoring to instructional designers, trainers, technical writers, and other training staff. · Develop executive briefings and status reports regarding training progress, readiness metrics, risks, issues, and mitigation strategies. The Consultant’s resume (consisting of no more than three (3) pages and including the Consultant’s educational qualifications), demonstrating fulfillment of the minimum qualifications, 3. The Skills Matrix. The Department will reject a Response that fails to include responses to the “Mandatory Qualifications” and “Preferred Qualifications” for a consultant., 4. One of the following statements: a. “The Consultant will be or anticipates being otherwise employed during the term of the PO.” or b. “The Consultant does not anticipate being otherwise employed during the term of the PO.” 1. Exhibit E, Resume Self-Certification Form, completed by the Consultant. Education and Skills Matrix Educational Requirements Degree / Date of Graduation University / School Bachelor's degree in instructional Technology, Computer Science, Information Systems, Education, or related field. Equivalent professional experience may substitute for degree requirements. Preferred Certification Requirements Certification / Date of Certification Certifier / Active (Y/N) Certification in Project Management (PMP), Certified Professional in Talent Development (CPTD), ATD, Prosci Change Management, or related professional certifications is desirable. Mandatory Qualifications Answer A minimum of 7 years of Training (including curriculum development for IT and instructional technology) experience. Yes or No Minimum 2 or more years of training management experience. Yes or No Knowledge of ERP systems, business process transformation, and enterprise software implementations.
