Learning & Development Manager Blackburn, Lancashire £45,000 – £55,000 (depending on experience) Full-time | Permanent About the opportunity We are seeking an experienced Learning & Development Manager to take full ownership of a growing organisation’s internal learning and development function. This is a fantastic opportunity for someone who enjoys building, shaping, and embedding L&D strategy, rather than simply delivering training. You will play a key role in developing capability across the business, ensuring employees have the skills, confidence, and knowledge to deliver high-quality outcomes in a regulated professional environment. Key responsibilities • Lead and develop the organisation’s L&D strategy and learning framework, • Design and deliver structured onboarding, leadership, and compliance training programmes, • Build competency frameworks and clear development pathways across the business, • Work closely with senior leaders to identify skills gaps and design targeted interventions, • Embed regulatory and compliance training across the organisation, • Maintain training records, reporting, and audit readiness requirements, • Measure and report on training effectiveness and impact, • Support managers in developing coaching and performance conversations, • Drive a culture of continuous learning and development About you We are looking for someone who is: • Experienced in a Learning & Development role within a regulated environment (legal, financial services, insurance, claims, public sector, or similar), • Confident designing and delivering structured training programmes end-to-end, • Able to influence and partner with senior stakeholders, • Strong in translating complex or regulatory content into engaging learning, • Highly organised with experience managing multiple priorities independently, • CIPD Level 5 (or equivalent) desirable What’s on offer • £45,000 – £55,000 salary (DOE), • Annual bonus scheme, • Private healthcare, • Enhanced pension, • Additional holiday allowance + birthday day off, • Wellbeing and perks platform, • Long-term opportunity to shape and lead a key business function, • Genuine autonomy and ownership of the L&D function Why apply?
