Job Description POSITION SUMMARY: The Survey Project Manager PLS supports execution of clients projects with a primary focus on infrastructure, hydrographic surveying, and boundary control. This role works closely with the Project Management Team, engineering staff, and government stakeholders to ensure project delivery in compliance with federal requirements for scope, schedule, budget, quality, and safety. The position requires a Professional Land Surveyor (PLS) license, a minimum of five years of federal contracting experience, and is on-site in St. Louis, MO, with occasional travel. NOAA experience is a strong plus. Key Responsibilities: • Interpret and ensure compliance with USACE contract requirements, including specifications, EMs, QCS/RMS, and federal reporting standards., • Develop and maintain project controls, including work breakdown structures, coding, and schedule integration., • Perform quality assurance on survey and project controls deliverables in accordance with USACE and NOAA standards., • Monitor budgets, schedules, purchase orders, work orders, and change orders; provide regular updates to the Project Management Team., • Ensure timely, accurate, and consistent reporting to internal leadership and government stakeholders., • Develop and enforce project controls plans and internal procedures, aligning with USACE standards where applicable., • Coordinate closely with Engineering, Operations, Accounting, Procurement, and Project Management to ensure clear information flow., • Identify and communicate project risks impacting cost, schedule, performance, and compliance., • Support project closeout activities, including as-built documentation, data archiving, historical metrics, and lessons learned., • Provide expert guidance to management on cost control, schedule performance, and earned value metrics., • Approve deviations from internal project controls procedures when required to meet specific USACE project requirements. Qualifications • Bachelor’s degree in engineering, Construction Management, Business, Accounting, or related field (preferred)., • Professional Land Surveyor (PLS) license required in Missouri and/or Illinois., • Minimum 5 years of experience managing survey or engineering projects for USACE or other federal agencies., • Strong knowledge of USACE Engineering Manuals (EMs), federal contracting requirements, and quality control processes., • Proficiency in MS Word and Excel; experience with Auto Cad, MicroStation, QCS / RMS, or similar systems., • Experience with planning, scheduling, and Earned Value Management (EVM)., • Understanding of engineering execution, construction methods, and federal supply chain processes., • Excellent written and verbal communication skills, with experience interfacing with government clients. Physical Requirements: • Work Environment: This job primarily operates in a professional office setting but must be able to traverse construction sites as required., • Physical Demands: This role requires the ability to sit for extended periods while working on a computer.
