Job Description OMB NO: 1625-0120 Expiration Date: 01/30/2025 Announcement: 6553 Opening Date: 26 November 2025 Pay Plan/Series/Pay Band: NF-0203-03 Closing Date: Until Filled Work Schedule: Full Time (30-40 hours/week) Position: HR Training Analyst Salary: $23.50/hour +Depending on Experience Who May Apply: All Sources Location: Chesapeake, VA - Headquarters DUTIES: Provides administrative, technical, and analytical support for CSC’s training and development programs. Manages the Learning Management System (LMS), monitors mandatory training compliance, and delivers logistical and technological support for workforce development initiatives. Designs and updates training modules using instructional design principles, analyzes training data, and develops dashboard metrics to evaluate compliance, effectiveness, and business impact. Learning Management System (LMS) Oversight • Maintain employee training profiles in the ADP LMS., • Assign, track, and close out mandated training requirements (works with HRIS POC)., • Extract, clean, and prepare training data for HRIS reporting., • Run regular compliance and completion reports for CSC leadership., • Troubleshoot LMS access issues and serve as the point of contact for end users. Training Data & Analysis • Collect and analyze training participation, completion rates, and effectiveness data., • Identify training trends, gaps, and opportunities for improvement., • Create dashboards, summaries, and metrics to support decision-making by HR and leadership., • Support compliance audits by preparing required training documentation. Program Coordination & Support • Coordinate the logistics of CSC training programs (e.g., DISC, professional development sessions, vendor- led courses). • Assist with scheduling, registration, materials preparation, and communication to participants., • Support execution of student intern, mentoring, tuition assistance, and career development programs at the administrative level. Training Materials & Technology Support • Assists and works with HRIS POC to upload and maintain training content (courses, modules, assessments) in the LMS. • Ensure materials align with adult learning principles and accessibility standards., • Provide technological and administrative support for online assessments (DISC, 360s, surveys)., • Assist with setting up virtual classrooms, webinars, or in-person sessions. Workforce Development Support • Partner with HR Specialists and Managers to identify training needs through surveys, interviews, or performance data., • Research available training vendors or online resources to meet identified needs., • Maintain a library of training resources and learning opportunities for CSC personnel. Ensure compliance with USCG mandatory training program by CGX NAF personnel. Collaborate with vendors and internal stakeholders to develop or purchase learning and development programs in areas such as retail/service operations, supervisory and leadership skills, information technology, and other topics identified as beneficial to CSC personnel. Provide professional guidance and review of lesson plans, training materials, case studies, instructors/vendors, and participant materials to ensure compliance with adult learning principles. Bachelor’s degree in training development, education or a related field from an accredited university or college, or an Associate’s degree in training development with minimum two years of related work experience., 2. Experience creating and delivering training related presentations., 3. Knowledge of adult learning principles sufficient to ensure learning and development programs meet identified needs., 4. Skill in managing training projects to ensure on-time delivery of accurate and well-developed learning programs., 5. Knowledge of training laws, rules and regulations and full range of policies, procedures and operational guidance., 6. This is a white-collar position where occasional lifting up to 20 lbs may be required. Preferred (in addition to the minimum): 7. Four years’ experience in training, 8. Knowledge of appropriate learning intervention strategies that include training, mentoring, coaching, Individual Development Plans (IDPs) and other activities for improving employee performance. 9. Skill in developing competency models, administering assessments and aligning courses and other learning methods with occupational competencies.
