Job Description OAKLAND HOUSING AUTHORITY CHIEF HOUSING OPERATIONS OFFICER SALARY: $9,461.53 - $10,972.47 BIWEEKLY (DOE) $245,999.78 - $285,284.22 ANNUALLY (DOE) FILING DEADLINE: OPEN UNTIL FILLED TO APPLY: DEFINITION Under the direction of the Executive Director (ED) the Chief Housing Operations Officer is the lead leading, planning, managing, organizing, and directing the day-to-day operations, services, and housing programs of the Oakland Housing Authority. The Chief Housing Operations Officer is expected to perform administrative, managerial and technical functions associated with overseeing the activities of the day-to-day management of the operations for specified program areas. This position is responsible for establishing, implementing, and monitoring residential housing and property management policies and procedures to be followed by staff assigned to housing operations, capital improvements and asset management functions of residential units owned and managed by the Oakland Housing Authority and designated affiliates. This position will also oversee the procurement and contract management of contractors who assist with property operations and property improvements. As a member of the OHA Leadership Team, this position will support and participate in the planning, development and promotion of the OHA mission and vision and coordinate housing operations and relevant activities with local, state, and federal government agencies. In addition, this position will coordinate OHA policies, programs and strategic initiatives with other OHA Departments. This position may act as the Executive Director in his/her absence. ESSENTIAL FUNCTIONS • Lead, manage, supervise, and direct the program, operations, financial and personnel functions for: Property Operations including Public Housing, contract managed and Moving to Work housing programs; and residential capital improvements and property rehabilitation for assigned OHA owned and/or contract managed units; and, • Provide operational direction and leadership to establish and maintain a culture of collaboration, achievement, accountability and outcome focus, to optimize service delivery results; and, • In conjunction with all OHA leadership, strategize and create/update policies to ensure effective program outcomes; coordinate and implement housing programs for successful delivery of services as well as housing stability for residents; synchronize lease up strategies and building improvements; establish and champion inter/intra-departmental teamwork to showcase seamless results; establish performance indicators and systems to monitor and track program outcomes for timeliness, effectiveness, efficiency and compliance with fiscal, local, state and federal requirements; and, • Support and assist the Executive Director (ED) in advancing the implementation and development of goals, objectives, policies and priorities for the Authority’s programs; and, • Consult with and advise the Executive Director and leadership as well as other key members of the leadership team on strategies, planning, budgeting, business priorities, and policy matters; and, • Represents the Authority and makes public presentations to resident, community and neighborhood groups etc. upon request; and, • Reviews, revises, and implements departmental and operations procedures work methods. Sets objectives for the staff consistent with regulatory and Board promulgated requirements and monitors results for adherence to desired goals; and, • Design and implement community and organizational programs to improve and promote community safety and wellness; and, • Assist in developing, communicating, and disseminating the Authority’s strategy/mission/culture vision from the leadership to the staff level; and, • Maintain continuous lines of communication, keeping the Executive Director informed of all critical issues involving the organization, community, programs and initiatives; and, • Maintain awareness of relevant issues, policy obligations, insights, challenges, industry trends, practices and opportunities in order to identify, pursue, recommend and deliver innovative solutions to optimize outcomes and contribute to best practice in line with organizational and government priorities. Board Meetings and External Housing Partners: • Support and represent the ED in the effective administration of the OHA and in reporting to and maintaining relationships with the City, County, Congressional offices, Board of Commissioners, OAHPI Board, governmental, private organizations and a variety of community organizations; and, • Make verbal reports and presentations to the Board of Commission and other bodies; prepare reports and resolutions for Commission and other bodies review and approval; and prepare policy statements, as needed and in conjunction with appropriate stakeholders; and, • Assist the ED in developing external partners and building new relationships to further the mission and vision of the Authority; and, • Serve as board executive on multiple OHA instrumentalities’ Boards of Commissioners; and, • Establish and maintain a cooperative relationship with tenant organizations and residents in a manner that demonstrates an understanding of and respect for diverse backgrounds. Internal Partners • Coordinate and implement policy and program procedures with the Chief Strategic Initiatives Officer (CSIO) to design cross-departmental standard operating procedures; and, • Provide programmatic leadership and input for all strategic planning processes with the Executive Director, COPFA, CSIO and other stakeholders; and, • Assist in the development and administration of OHA’s Moving to Work (MTW) Plan; and, • Participate in real estate management, acquisition and related activities in support of the Agency’s strategic affordable housing preservation and expansion goals; and, • Monitor regulatory and legal changes which may impact the mission of the agency; and, • Supervise, coordinate, and review administrative matters relating to major functions of the Agency; Perform interdepartmental root cause analyses across multiple departments; and, • Support and champion employee and resident engagement efforts. Department Oversight • Lead and drive team management, work planning, coaching and professional development initiatives to align resources to deliver priorities, meet resident and stakeholder needs and a positive employee experience; and, • Oversee the Monitoring of OHA properties to ensure compliance with OAHPI’s and OHA’s goals, objectives, policies, and procedures; and, • Federal, state, and local laws and regulations, and guidelines; and, • Oversee the monitoring of site budgets and capital planning activities of properties as well as ensuring timely payments to contractors; and, • Establish within the operation areas, policy-appropriate service and staffing levels, and comprehensive minimum standards in support of Authority goals and objectives; monitor and evaluate efficiency and effectiveness of service delivery methods and procedures; and allocate resources accordingly; and, • Review and approve staff recommendations for promotions, corrective action plans and improvement strategies; and, • Mange, track and report out on recommendations for site operations, maintenance, capital needs and code violations as well as PBV and resident activities in coordination with the CSIO; and, • Coordinate and facilitate the assigned program area departments into a cohesive and seamless program; and, • Monitor department performance and provide advice to management on key planning issues; and, • Proactively make recommendations to resolve inter-departmental issues/conflicts; and, • Develop, coordinate and manage key deliverables and milestones; short-and long-term goals for each OHA property, standards, and performance of staff and contractors; and, • Facilitate the management of properties, facilities, compliance programs as well as providing high quality housing and services to Agency participants; and, • Assist ED and HR Director with the negotiation of labor and contractual agreements in furtherance of the agency's goals and mission; and, • Authorize and approve personnel actions. Financial Integrity and Budget • Ensure the continued financial viability of the Authority’s program/service through sound fiscal management;, • Ensure effective fiduciary controls are in place for the housing and capital fund program areas and that all financial management activities comply with the Agency’s objectives or established Federal, State, and local laws and applicable HUD policies and procedures; and, • Participate in budget preparation and development, capital planning, cash flow management, asset management, and production of monthly financial reports to ensure accuracy and completeness, and that all reporting conforms to established standards; and, • Ensure regulatory compliance and effective management on behalf of OHA. In accordance with a Delegation of Authority, acts in the absence of the Executive Director and performs other related duties as required. MINIMUM QUALIFICATIONS Bachelor’s degree in Business, Political Science, Finance, Urban Planning, Economics, Public Administration or a related field is required. Ten (10) years industry experience with five (5) years at an executive or senior leadership level in a housing, community development, real estate or related industry. AND Must possess a valid California License and have and maintain an insurable driving record; Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese and/or Spanish are a plus. Equivalent combinations of education, training and experience will be considered.
