Job Description THE WESTCHESTER CORPORATION Job Title: Director of Operations Department: Operations – Maintenance Reports to: Chief Facilities Officer POSITION OVERVIEW The Director of Operations is responsible for providing strategic and operational leadership for the Chief Engineer, the Sr. Facilities Coordinator, the Maintenance Team, and the General Services Team on our 10 acre campus. This role ensures that all facilities and equipment on campus are well-maintained and that each department is focused on providing high-quality building services to Member-Owners through approaches that are cost-effective and technically suitable, use modern technology appropriately, and promote the Westchester’s financial and physical sustainability. Reporting to and under the overall guidance of the Chief Facilities Officer, the Director of Operations oversees daily building operations, vendor and contractor management, building-related services for Member-Owners, maintenance planning and execution, and CMMS/BMS Systems. KEY RESPONSIBILITIES Leadership and Team Management • Manage the work programs and oversee the performance of the Chief Engineer,, • the engineering staff, and the General Services staff, under the overall guidance of the Chief Facilities Officer., • Coach and advise the maintenance engineers and technicians., • Conduct regular employee performance evaluations tied to measurable operational metrics., • Establish clear expectations, accountability, and structured workflows., • Coordinate scheduling, task assignments, and staffing to support operational needs., • Promote a culture of safety, professionalism, and strong customer service., • Support staff development through ongoing training and mentoring. Building Operations • Oversee the day-to-day management of facilities, work order tickets and personnel, • Ensure adherence to all facility operating procedures, maintenance schedules, and safety protocols, • Provide superior customer service to Member-Owners while adhering to the policies, rules and regulations set forth by the Board, • Develop and implement the preventive maintenance programs for HVAC systems, electrical systems, boilers, plumbing, building envelope, common spaces and other items as needed, • Monitor facility conditions and address operational issues promptly, • Manage relationships with vendors, contractors, and service providers including, • but not limited to: facilities maintenance, janitorial, arborists, landscaping, and utilities, • Negotiate contracts, secure competitive bids, and ensure cost-effective, high-, • quality service delivery in conformance with the Westchester’s Procurement Policy, • Ensure all contractors adhere to the Cooperative’s standards, safety requirements, and project timelines, • Ensure compliance with building codes, OSHA regulations, accessibility requirements, and safety standards, • Conduct regular safety inspections and risk assessments across all facilities, • Maintain 24-hour facilities-related incident response plans and provisions and coordinate emergency preparedness training for staff and members, • Ensure all permits, licenses, and safety certifications are current and documented, • Maintain inventory of equipment, supplies, tools, and materials needed for facility operations, • Develop policies and workflow systems that ensure efficiency and clarity across facility-related operations, • Support the Project Director, the Chief Facilities Officer, and the Finance, • Department on long-term capital planning and major infrastructure investments., • Ensure accurate documentation of facility contracts, warranties, service logs, and project archives, • Supervise and develop facilities and operations staff, including maintenance technicians, custodial teams, and contracted service teams, • Build a culture of safety, collaboration, accountability, and continuous improvement, • Provide training and leadership to staff on operational protocols, emergency procedures, and member service standards, • Support cross-departmental communication to align facilities operations with organizational goals and community needs QUALIFICATIONS • Bachelor’s degree in Facilities Management, Operations Management,, • Engineering, or related field, or 14 years of relevant experience in lieu of a degree, • 7+ years of experience in facilities operations and/or building management, • Demonstrated experience leading maintenance teams, managing contractors, and, • overseeing complex facilities systems, • Strong knowledge of building codes, safety regulations, and industry best, • practices, • Excellent organizational, problem-solving, and communication skills, • Ability to work collaboratively in a cooperative, community-driven environment, • Experience overseeing capital expenditure projects would be desirable. PHYSICAL REQUIREMENTS • Ability to stand, walk, stoop, bend, push, pull, and reach frequently., • Ability to lift and carry up to 65 lbs., • Comfortable working in confined spaces, with exposure to water, chemicals,, • sewage, and other hazards.
