Job DescriptionSalary: $145,760.00to$165,760.00 The Los Angeles County Affordable Housing Solutions Agency (LACAHSA) is a new agency, created to address the ongoing challenges of affordable housing in L.A. County. We help people stay in their homes and increase housing options in all communities of Los Angeles County. Our agency was created by California state legislation sponsored by community organizations and housing experts, approved by the State Legislature, and signed by Governor Gavin Newsom. The Senior Manager, Data Analytics & Evaluation is responsible for building a comprehensive analytics and evaluation framework that supports organizational strategy, continuous improvement, and public accountability as a part of LACAHSAs technical assistance work. This role is responsible for the development and application of performance indicators, analytics, data use, and dashboards related to Goals 4 and 5 of Measure A. The Senior Manager partners closely with programmatic leaders, executive leadership, and external evaluators to ensure LACAHSAs programs, spanning affordable housing finance, renter protections, and homelessness prevention, are effective, measurable, and aligned with long-term regional goals. This is a key role that combines strategic leadership, cross-agency coordination, hands-on analytics oversight, and management of complex evaluation projects and contracts. What Youll Do: Strategic Leadership & Organizational Impact • Co-Develop and execute LACAHSAs agency-wide data analytics and evaluation strategy., • Serve as a key advisor to executive leadership and the Board on performance, measurable indicators, risks, and emerging trends, particularly as it relates to Goals 4 and 5 of Measure A, • Develop a multi-year evaluation agenda that prioritizes high-impact evaluation topics and aligns with strategic investments, • Present analytics insights and evaluation findings to LACAHSA leadership, Board committees, and external partners, • Build and oversee the analytics function responsible for performance dashboards, routine reporting, and data visualization that communicates program outcomes clearly and credibly related to Measure A and other related funding resources., • Familiarity with PowerBI, Tableau, Sankey, or other programs is preferred, • Review and analyze administrative and program data, evaluation and research findings, plus other evidence to take a mixed methods approach to identify trends, performance gaps, and opportunities for improvement, • Design and oversee evaluations of LACAHSAs programs in affordable housing production, renter protection, homelessness prevention, and technical assistance, • Manage external evaluators and research partners conducting evaluations to key research question priorities, • Develop theories of change, logic models, research and evaluation plans, and outcome and output metrics for each major program area, • Establish and enforce data governance policies, standards, and quality assurance processes, • Identify, evaluate, and integrate data sources that support analytics and evaluation needs (administrative data, housing datasets, Homeless Management Information Services, geospatial data, financial data, census sources, etc.), • Oversee development of internal data systems and dashboards in collaboration with Finance IT, and external vendors. Experience with Neighborly is preferred, • Translate complex analytics and evaluation results into accessible, actionable insights for diverse audiences, • Work closely with program leads to embed data and evaluation considerations into program design (evidence-informed program design), • Lead a team of analysts, evaluation staff, and project managers, • Manage external consultants, including procurement, contract negotiation, scope development, and oversight of deliverables What You Bring: • Bachelors degree required; advanced degree in public policy, public administration, data analytics, evaluation, economics, social science, urban planning, mathematics, computer science, or related field strongly preferred, • Minimum 10 years of progressively responsible experience in analytics, evaluation, performance measurement, or applied research in government or public-service sectors, • Significant experience evaluating government-funded programs, ideally in housing, homelessness, human services, or related policy areas., • Demonstrated abilities in managing complex, multi-year evaluation efforts and external evaluator teams, • Demonstrated ability to translate complex data, research, and evaluation findings into clear, actionable insights for diverse audiences, including executive leadership, boards, program staff, and external stakeholders, • Strong skills in data analytics using administrative datasets and performance measurement frameworks (advanced modeling experience is not required)., • Experience designing logic models, theories of change, indicators, and evaluation plans, • Experience working with grantmaking management tools such as Neighborly, • Excellent communication skills, including the ability to brief executives, boards, and public stakeholders Desired Experience: • Experience in affordable housing finance, homelessness services, renter protections, or regional planning, • Familiarity with public-sector regulatory and funding frameworks (LIHTC, bond financing, state/federal housing programs, CoC systems, etc.), • Experience managing data-sharing agreements, interagency coordination, and administrative datasets, • Commitment to equity-centered evaluation and data practices.
