The benefits are summarized below. About Harbor Boating, Inc.: Harbor Boating, Inc. (d/b/a Baltimore Water Taxi) operates Baltimore Citys Harbor Connector, a fare-free weekday commuter ferry service. Since 1975, our team has served the harbor with a safety-first mindset and pride in reliable, friendly service. Role Summary: The Port Captain Harbor Connector leads day-to-day HC operations across two shifts (each run by a Captain/Team Leader). Youll ensure safe, compliant, on-time service; develop crews; coordinate vessel readiness and landing conditions; communicate crisply with City partners; and uphold our standards in every evolution. • Direct reports: 2 Shift Captains (Team Leaders), • Indirect reports: ~1018 mariners across two shifts, • Credentials: Appropriate United States Coast Guard (USCG) credentials and hands-on commercial passenger-vessel experience are required., • Schedule: Weekday commuter focus with early mornings routine; occasional after-hours weather/emergency call-ins and special-event coverage. What Youll Do Service Operations • Own daily Harbor Connector service execution to meet first/last departures and headways., • Supervise two Shift Captains and their deck crews; set standing orders, relief coverage, and escalation paths., • Adjust service in real time for weather, mechanical issues, and special events; coordinate rider alerts and City notifications per Standard Operating Procedures (SOPs). Safety & Compliance • Lead safety for HC operations; enforce 46 CFR Subchapter T, company Safety Management System (SMS)/SOPs, and 46 CFR Parts 4 & 16 (drug/alcohol)., • Plan, conduct, and document drills (man-overboard, fire, abandon ship, medical, spill containment) and internal audits., • Maintain current records: crew credentials (Merchant Mariner Credential (MMC), endorsements, TWIC, FCC Marine Radio Operator Permit (MROP), sea service, training/drills, incident/near-miss reports (CG-2692 as applicable). Crew Leadership & Training • Recruit, qualify, and line-check Captains/Deckhands for HC routes; maintain a vetted relief bench., • Conduct route check-rides and performance evaluations; coach ship handling, customer service, radio discipline, and ADA assistance., • Run initial/recurrent training on tight-quarter docking, bicycle handling, incident reporting, and passenger communications. Vessel Readiness & Maintenance Coordination • Make daily launch/no-launch (go/no-go) calls; verify pre-ops inspections, defect control, and return-to-service sign-offs., • Prioritize corrective work with the Maintenance Manager; schedule preventive maintenance to minimize service impact., • Oversee fueling cadence, fluid/bilge checks, housekeeping, spares staging, and safety-gear currency (rafts, PFDs, flares, first-aid/AED). Landings, ADA & Passenger Experience • Inspect landings (fendering, cleats, lighting, signage, gangways, snow/ice mitigation) and coordinate fixes with City/Facilities., • Enforce ADA boarding and safe bike handling; manage dwell times and queuing to protect the schedule and safety., • Model a courteous, professional rider experience aligned with Baltimore City Department of Transportation (BCDOT) expectations. Stakeholder & Contract Management • Serve as day-to-day operations contact with BCDOT/Transit and City partners; issue timely service/incident communications., • Produce contract deliverables: on-time performance, trip-completion rate, incident summaries, monthly operations reports, revenue-hour attestations (hours billed for scheduled service actually operated), and ridership inputs (if required)., • Support state/federal grant compliance requests with operational documentation. Risk, Weather & Emergency Response • Monitor forecasts, tides, visibility, and icing; implement reduced-speed or suspension protocols per SOP., • Act as Incident Commander until relieved; coordinate with USCG/911/Marine Police; lead after-action reviews and corrective actions. Continuous Improvement & Metrics Own and improve: • On-time performance 95% (boats depart on schedule, excluding declared weather/mechanical force majeure), • Trip-completion rate 98% (scheduled trips that actually run), • Regulatory outcomes: zero USCG detentions; audit corrective actions closed on time, • Training readiness 100%: all crew current on credentials and drills What You Bring Required • USCG MMC: Master Inland 25/50-Ton (or higher) with appropriate endorsements for inspected small passenger vessels., • TWIC and FCC MROP., • Demonstrated command experience on commercial passenger vessels in harbor/near-coastal service (tight-quarter docking; frequent boarding)., • Working knowledge of 46 CFR Subchapter T, casualty reporting (CG-2692), SMS/RCP principles, and VHF procedures., • First Aid/CPR/AED certification (or obtained within 30 days of hire)., • Proven leadership: scheduling crews, mentoring mariners, running drills, and making calm, timely decisions under pressure., • Clear, professional communication with public-sector partners and the riding public. Preferred • Baltimore Harbor familiarity (routes, landings, tides, traffic patterns)., • NIMS/ICS training; HAZWOPER/Spill-2 or equivalent., • Experience meeting contract KPIs and producing monthly operational reports. Essential Functions & Work Conditions • Stand for extended periods; handle lines; walk docks/landings; lift/pull up to 50 lbs; operate in all weather and day/night conditions., • Must be able to perform these essential functions with or without reasonable accommodation., • Participation in USCG-mandated drug & alcohol testing (pre-employment, random, post-incident, reasonable cause) is required. Compensation • Salary range: $75,000$100,000 annually (exempt), based on license level, relevant experience, leadership/management positions held, management highlights, references, and background check., • Other compensation: On-call stipend for weather/emergency responses; credential renewal support (USCG medical, TWIC, MROP); eligibility for annual performance review and merit increase., • Relocation: Considered on a case-by-case.
