Job title: Procurement Manager Location: Harlow (Office-based) Salary: £65,000–£80,000 per annum Rise10 Recruitment is partnering with a leading renewable energy organisation to appoint an experienced Procurement Manager. This is a key strategic role for a business undergoing significant growth, offering the chance to build and shape a high-performing procurement function from the ground up. The Role: As Procurement Manager, you will lead a dedicated procurement team and take ownership of strategic sourcing, supplier management, and end-to-end procurement operations. You will ensure a secure, cost-effective, and sustainable fuel supply for a nationwide operation, while embedding best-practice processes and strong governance frameworks. This position is ideal for a proactive, commercially driven leader with a passion for operational excellence and long-term value creation. Key Responsibilities: Strategic Procurement Leadership • Develop and deliver a procurement strategy aligned with business and market conditions, • Lead high-value contract negotiations with fuel suppliers, logistics partners, and service providers, • Monitor domestic and international fuel markets to identify risks, cost-saving opportunities, and trends, • Manage optimal fuel inventory levels and supplier credit limits Supplier & Contract Management • Build strong supplier relationships to drive performance and innovation, • Oversee the full contract lifecycle, including tenders, renewals, SLAs, and performance management, • Implement structured procurement frameworks such as rate cards, approved supplier lists, and category management Operational Excellence • Develop and own procurement policies, guidelines, and governance, • Work closely with commercial, finance, logistics, and operational teams, • Introduce digital procurement tools, KPIs, and reporting frameworks, • Lead indirect procurement across the organisation Risk & Compliance • Ensure compliance with UK legislation and environmental standards, • Maintain contingency plans for supply disruptions and volatile markets, • Uphold internal and external procurement governance Team Leadership • Lead, mentor, and develop a skilled procurement team, • Foster a culture of accountability, performance, and continuous improvement About You: • Experience in leading procurement/supply chain teams, • Experience embedding procurement best practice within a multi-site organisation, • Strong background in fuel, logistics or the wider renewables energy sector, • Demonstrated commercial acumen and strong negotiation capability, • Understanding of UK regulatory frameworks, • Excellent stakeholder and board-level communication skills, • Degree in Business, Supply Chain, or related field (CIPS preferred), • Strong analytical and Microsoft Office skills Desirable: • Experience with sustainability initiatives (biofuels, carbon reduction, etc.), • Familiarity with ERP and procurement analytics tools, • Ability to thrive in a fast-paced, highly regulated environment
