Site Manager / Health & Safety Manager – Housing Infrastructure\n\nLocation: Newcastle upon Tyne / North East\nEmployment Type: Permanent\nSalary: Competitive salary + package\nSector: Civil Engineering / Housing Infrastructure / Groundworks\n\nFulcrum Recruitment is working with an established civil engineering contractor that is looking to appoint a Site Manager / Health & Safety Manager to support the set-up and delivery of civil engineering and housing infrastructure projects across the North East.\n\nThis is a varied permanent opportunity suited to someone who combines strong practical site management experience with a good working knowledge of construction health and safety, CDM Regulations, RAMS, permits, site set-up, early-stage project controls and operational site delivery.\n\nThe successful candidate will take responsibility for ensuring new projects are properly set up from a health, safety, compliance and operational perspective before works commence. Once a site is established, you may either move on to support the set-up of the next project or remain on site to manage delivery as Site Manager, depending on the needs of the business.\n\nThe Role\n\nAs Site Manager / Health & Safety Manager, you will play a key role in getting civil engineering sites set up correctly from day one.\n\nYou will review pre-construction information, support Construction Phase Plans, implement RAMS, set up site rules, manage inductions, coordinate permits, review logistics and ensure that health, safety, environmental and operational controls are in place before works begin.\n\nThe role will also involve supporting live site delivery where required, including programme, resources, plant, labour, subcontractor coordination and general site management.\n\nThis would suit an experienced Civils Site Manager, General Foreman, Site Agent, Health & Safety Advisor or H&S-focused construction professional who is practical, site-focused and confident setting standards early on a project.\n\nProject Types\n\nThe contractor delivers civil engineering and housing infrastructure projects across the North East.\n\nTypical works include roads and sewers, Section 278 works, infrastructure works, earthworks, remediation, demolition, site clearance, drainage, muckshift, enabling works and associated civil engineering packages.\n\nProjects can range from smaller civils packages through to larger schemes, with durations varying from a few months through to longer-term projects.\n\nKey Responsibilities\n\n Support the health, safety and operational set-up of new civil engineering sites before works commence.\n\n Review tender, pre-construction and project information, including Construction Phase Plans, RAMS, permits and site-specific requirements.\n\n Set up site rules, inductions, permit systems, inspection regimes, welfare, signage, access, emergency arrangements and compound areas.\n\n Review traffic management, pedestrian segregation, plant movements, site logistics, service drawings and permit-to-dig controls.\n\n Support controls around excavations, drainage, temporary works, lifting operations, CAT & Genny procedures and service avoidance.\n\n Carry out site audits, inspections, inductions, toolbox talks, plant checks, briefings and early-stage compliance checks.\n\n Coordinate with clients, subcontractors, engineers, site teams and internal management to ensure projects are properly controlled.\n\n Support environmental controls, including dust, mud, noise, waste, spill prevention and water management, while promoting a practical and positive health and safety culture.\n\nCandidate Requirements\n\n Previous experience as a Site Manager, General Foreman, Site Agent, Health & Safety Advisor or similar within civil engineering.\n\n Strong practical knowledge of civil engineering site set-up, early-stage project controls and live site management.\n\n Experience on roads, sewers, drainage, earthworks, remediation, Section 278 works, infrastructure or general civils schemes.\n\n Strong understanding of CDM Regulations, RAMS, Construction Phase Plans, permit systems, site inspections and audits.\n\n Ability to review and implement RAMS properly, rather than simply treating health and safety as a paperwork exercise.\n\n Good understanding of plant-heavy environments, excavations, service avoidance, traffic management and site logistics.\n\n Full UK driving licence and willingness to travel across sites within the region.\n\n SMSTS is likely to be essential, with NEBOSH strongly preferred. CSCS, First Aid, Temporary Works, CAT & Genny, NRSWA Supervisor and environmental awareness training would also be advantageous.\n\nThe Opportunity\n\nThis is an excellent opportunity to join a long-established civil engineering contractor with a strong workload, loyal client base and a practical, close-knit management team.\n\nThe role offers variety, autonomy and responsibility.
