We are looking for someone who is: • A strong operational leader in Public Works. You understand heavy equipment, light-duty equipment, public safety vehicles, lifecycle costs, fueling operations, preventive maintenance, and regulatory requirements., • Skilled in navigating MOUs and civil service rules. You demonstrate your commitment to fair and consistent performance practices while fostering constructive communication and effectively supporting staff, supervisors, and departments in resolving workplace challenges., • Knowledgeable in contracts and vendor management. You demonstrate ability to maintain strong vendor relationships, ensure adherence to specifications, and navigate public procurement requirements, especially when working with parts suppliers, fueling operations, and specialized equipment vendors., • Steady and reliable in your judgment under pressure. You have the ability to lead effectively in fast-moving, operationally critical situations. You respond with urgency and professionalism while supporting Fire, Public Works, Department of Transportation, Parks, Police, and Emergency Operations, ensuring public safety and thoughtfully balancing operational needs with cost and environmental considerations., • Experienced in budget and resource management. You have managed operating budgets, equipment, contracts, and staffing resources with a focus on efficiency, accountability, and service delivery outcomes., • Planning, organizing, managing, and directing the daily operations of fleet and equipment oversight., • Leading staff by supervising supervisors, mechanics, clerical staff, and inspectors, while ensuring safety compliance with OSHA, DOT, and CAL/OSHA requirements., • Administering contracts and vendor relationships, including reviewing invoices, resolving disputes, monitoring performance metrics, and supporting RFP development and evaluations in coordination with Purchasing and the City Attorney., • Supervising subordinate supervisors and staff, including hiring, training, evaluating, and supporting performance management., • Managing operational and capital budgets, supporting audits and responding to findings, and tracking grant funded or sustainability related fleet initiatives to ensure compliance., • Complaint resolution about downtime or service quality, handling commercial driving issues, accidents, misuse and investigations, Coordinating with RISK Management and City Attorney., • You will be leading a high-impact, citywide operation, shaping the strategic direction of the City's entire fleet and ensuring that essential departments across Oakland from Public Works to Fire and Police have the reliable equipment needed to serve the community., • You will drive innovation and operational excellence by modernizing preventive maintenance programs, strengthening safety initiatives, and introducing data-driven improvements that make city operations more efficient and forward-looking., • You will manage complex, high-volume operational demands, balance urgent maintenance needs, long-term planning, and resource constraints while ensuring public safety and operational continuity., • You will navigate diverse stakeholder expectations by coordinating with multiple departments each with different priorities, timelines, and operational pressures requiring strong communication, diplomacy, and consensus-building skills., • Action & Results Focused (Taking Initiative): Initiating tasks and focusing on accomplishment, • Adaptability: Responding positively to change and modifying behavior as the situation requires, • Attention to Detail: Focusing on the details of work content, work steps, and final work products., • Displaying Ownership and Accountability: Holding self and others accountable for measurable high-quality, timely, and cost-effective results, • Managing Performance: Ensuring superior individual and group performance, • Oral Communication: Engaging effectively in dialogue, • Professional & Technical Expertise: Applying technical subject matter to the job, • Teamwork: Building and maintaining professional relationships, collaborating with others to achieve shared goals Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable: Education: Bachelor's degree from an accredited college or university in mechanical engineering, public or business administration or related field. Experience: Three (3) years of responsible supervisory or managerial experience in equipment services administration. Supplemental Information This is an at-will position, exempt from the provisions of the City of Oakland Civil Service Rules, per Charter Section 902.
