JOB PROFILE: Engineering and Maintenance Manager • Location: Broomfield, Colorado (Northwest Parkway operations), • FLSA Status: Exempt, • Oversee maintenance and condition of roadway, facilities, and right-of-way, ensuring optimal performance and lifecycle management, • Lead and manage the maintenance team, including planning, execution, and continuous improvement of maintenance programs, • Assemble and lead cross-functional project teams for engineering, construction, and maintenance initiatives, • Develop and manage engineering and maintenance contracts, including bid packages and vendor selection, • Coordinate with Toll Operations and IT for infrastructure impacts, including tolling systems and lane closuresFinancial & Budget Management, • Develop, manage, and forecast OpEx and CapEx budgets, • Ensure strong cost control, financial discipline, and alignment with strategic objectivesContract & Compliance Management, • Manage third-party contracts and service providers, including performance monitoring and service level compliance, • Ensure adherence to Concession Agreement requirements, including Maintenance Management Plan (MMP) and Operating Standards (OS), • Coordinate with independent engineers, law enforcement, and regulatory entitiesIncident & Emergency Management, • Lead response to emergency events, including revenue-impacting outages and infrastructure incidents, • Activate response teams, manage communications, and ensure safety protocols are followed, • Oversee emergency repair efforts, vendor coordination, and post-incident activities (including insurance and reporting)Environmental, Safety & ESG, • Lead Environmental Management Planning (EMP) and support ESG reporting initiatives, • Serve as Safety Manager to execute safety programs, training, and compliance effortsStakeholder & External Coordination, • Coordinate with local jurisdictions, developers, utilities, and community stakeholders, • Review development plans, easements, and land use within the ROW, • Oversee utility locate requests (UNCC) and ensure complianceAdditional Responsibilities, • Fleet management oversight, • Reporting aligned with operational and contractual requirements Core Competencies * • Strong ownership, accountability, and initiative, • Ability to work independently and lead in a fast-paced environment, • Excellent organizational, problem-solving, and decision-making skills, • Strong communication and stakeholder management abilitiesTechnical Qualifications, • Experience in infrastructure, roadway, or construction maintenance management, • Knowledge of contract management, budgeting, and lifecycle asset management, • Proficiency in Microsoft Office and standard business toolsEDUCATION & EXPERIENCE:, • Bachelor’s or Associate’s degree in Civil Engineering, Construction Management, or related field, • Minimum 5 years of experience in maintenance, construction, or infrastructure management, • Work is performed near active roadways with exposure to moving traffic, • Regular exposure to outdoor conditions, including extreme heat, cold, wind, precipitation, and varying terrain, • Exposure to noise, dust, vibration, and other conditions typical of roadway and construction environmentsPhysical Requirements, • Ability to stand, walk, and navigate uneven surfaces for extended periods, • Ability to bend, stoop, kneel, crouch, and climb (including ladders or embankments), • Ability to lift and/or move up to 20 pounds occasionally, • Ability to visually assess roadway conditions, equipment, and safety risksSafety Requirements, • Must comply with all company safety policies and procedures as well as applicable federal, state, and local safety regulations, • Required to wear appropriate Personal Protective Equipment (PPE), which may include high-visibility apparel, hard hats, safety footwear, and other protective gear as needed, • Participation in safety training programs and adherence to established safety protocols is required, • Must exercise sound judgment and situational awareness in high-risk environments, including traffic-adjacent work zonesWork Hours & Emergency Response, • May be required to work outside of normal business hours, including evenings, weekends, and holidays, • Must be available to respond to emergency incidents, including weather events, roadway hazards, or operational disruptionsReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position in accordance with applicable law.
