Job Description Position Overview Provides overall leadership and administration of the secure residential program serving youth ages 10–17 adjudicated as CINS. Oversees all operations, ensures compliance with Chapter 984.226 F.S., Florida Network standards, and COA accreditation. Balances safety, therapeutic care, and staff development to deliver stabilization, healing, and reintegration services. Knowledge, Skills, and Abilities The most important knowledge, skills, and abilities are listed for Program Manager Knowledge, Skills, and Abilities • Knowledge of Florida Statutes §984.226, Florida Network and DJJ regulations., • Understanding of trauma-informed, evidence-based, and secure-care practices., • Ability to recruit, train, evaluate, and retain multidisciplinary staff., • Skill in incident review, documentation compliance, and data systems (NetMIS, JJIS)., • Oversee daily residential operations, ensuring 24/7 secure supervision, safety, and compliance with all licensing, audit, and funder requirements., • Supervise the Youth Care Supervisor, Therapist, Nursing Staff, and interns; lead, coach, mentor, and train staff to deliver high-quality, trauma-informed, and ethically sound services., • Develop and manage staffing schedules, budgets, and census-based plans to maintain required staff-to-client ratios and fiscal alignment., • Review and approve incident reports, grievances, drills, documentation, evaluations, and corrective actions in accordance with policy., • Monitor and audit client files, NetMIS entries, and program records to ensure accuracy, timeliness, and compliance., • Facilitate and participate in staff and treatment-team meetings; collaborate with courts, the Florida Network, and the COO to align program and clinical goals., • Partner with HR and QA to recruit, hire, train, evaluate, and discipline staff; ensure adherence to standards from DCF, DJJ, the Florida Network, COA, and other funders., • Provide training and professional development to staff and interns; evaluate service effectiveness, client progress, and quality improvement initiatives., • Promote a trauma-informed culture emphasizing dignity, accountability, teamwork, and continuous improvement., • Maintain community partnerships, support interdepartmental collaboration, and represent the program in leadership and outreach efforts. Basic and/or advanced computational skills may be necessary. Physical Demands This is a sedentary position, and the incumbent will be required to sit approximately 70 per cent of the time. Little to moderate lifting of less than 25 lbs. may be required. Work Environment The noise level in the work environment is usually moderate. Tuesday–Saturday, 9:00 AM–5:00 PM – FT
