Job Description:\n\nJob Title: DIRECTOR OF FINANCE Reports to: EXECUTIVE DIRECTOR Salary Range: $145,000 – $195,000 annually Benefits: Health, Vision, & Dental Insurance, Retirement Contributions, PTO, and Paid Holidays Funded Through: INDIRECT Classification: Exempt Status: Full-Time (1.0 FTE), Regular w/ Benefits Location: Portland, OR, or remotely from Washington or Idaho JOB SUMMARYAbout the Northwest Portland Area Indian Health Board (NPAIHB) The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or "the Board") in 1972. Guided by a vision of "Health and Wellness for the Seventh Generation," NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors. Led by our Board of Directors (NPAIHB Delegates), NPAIHB's mission is to "eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services." We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest. Position Summary The Director of Finance (DF) provides leadership and operational oversight of the NPAIHB Finance Department and is responsible for all financial operations of the organization, including all audits. The ensures that NPAIHB's Finance Department has strong internal controls and appropriate separation of duties. Maintains or oversees the maintenance of Generally Accepted Accounting Principles (GAAP) and engages in active monitoring of NPAIHB compliance with all federal regulatory guidelines for NPAIHB's contracts and grants along with the internal controls mandate. The DF provides direct support to the Executive Director (ED), actively participates in the Management Team, and is responsive to all internal clients (NPAIHB staff), ensuring that internal clients receive timely, clear and supportive collaboration from Finance Department staff, leadership and the Board of Directors. The DF will be part of the Management Team and will be an essential staff member. The DF must be able to commute to the NPAIHB office located in Portland, Oregon. The DF reports to the Executive Director and is within the Administrative Division. This position is based at NPAIHB's offices in Portland, Oregon. Local travel and/or overnight travel outside of the area is required approximately 5% of the time. Essential Functions Finance Department Operations Leads the Finance Department, including hiring, training and managing staffProvides oversight and accountability for all Department activities, including accounts payable, accounts receivable, payroll, fund accounting, budgeting, and financial reportingAnalyzes and interprets financial data and presents the information with reports and presentations to the NPAIHB Delegates/Board of Directors and Executive Director. Directly supervise two management-level Finance staff, including assisting with hiring, preparing performance evaluations, reviewing work plans, and assigning and reviewing workload. Handle staff complaints, resolve problems. Ensure staff comply with organizational policies, internal controls and applicable accounting standards or regulatory requirements. At least five (5) years of demonstrated experience in the administration of Federal, State and private grants and contracts; preparation and submission of required grant/contract reports; and audit preparation and compliance.At least five (5) years of experience supervising professional staff. At least three (3) years of professional experience working with Tribes, Tribal organizations, Tribal communities, or Tribal health clinics. Additional experience preferred:Direct experience working with Northwest Tribes.Required Knowledge, Skills, and AbilitiesStrategist: Understands NPAIHB's perspective broadly as the role of DF's job description is not confined to the finance department only. DFs have to be more strategic and act as more of a business partner in assisting the ED. Translator:Translates financial key performance indicators of the organization into useful information for the ED and turn the ED's strategy into a financial plan that can be shared with the public or across the organization. Must feed actual results back to management and suggest ways to improve themFinancial information: Reports financial information to the board and approving all financial reports Spokesperson: Responsible to Executive Committee (serves as the Finance Committee) for any financial issues/updates, which includes communicating with NPAIHB Delegates/Board of Directors and motivating colleagues to execute NPAIHB's strategic plan. Broad technical knowledge: Has broad technical knowledge. Along with financial management and reporting, DFs should know the basics of credit, investment, and cash flow forecasting, information about technology systems, and much more. Risk manager: Serves as a trusted advisor regarding risk, especially as organizations become more complex. Not only do they need to identify, assess, and respond to ongoing and emerging risks to the organization, but they need to ensure compliance with a growing number of regulations and laws. Compliance: Serves as a trusted expert in nonprofit governance, FASB/GASB, GAAP, Uniform Guidance, COSO and all other applicable accounting standards or regulatory requirements. Negotiator: Has great negotiating skills.Finance Software: Has experience with Sage Intacct, Abila, Microix, Rippling, and/or PMS management system preferred. Office Suite Programs: Has proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs)Technical Writing: Has strong technical writing skills, including good spelling and grammatical skills, and the ability to produce polished writing under a deadlineCommunication: Has excellent interpersonal skills.Cross-cultural Differences: Is sensitive to cross-cultural differences, and able to work effectively within their context.Presenter: Is skilled at making professional oral presentations in Board and staff meetings, as well as in Tribal settings, if needed.
