Job Summary: As the Financial Accounting Senior Manager - Statutory in Moda’s Accounting department, you will oversee two direct reports (two Financial Accounting Supervisors - Statutory), who oversee a team of four Financial accountants. You will work collaboratively with this group, as well as with the broader Financial Accounting team of approximately 20, to ensure the complete and accurate accounting and reporting of the Company’s financial data for Moda Health Plan, Inc. (MHP), Oregon Dental Service (ODS) and ODS Community Dental (ODS DM). Primary workstreams overseen by this position are: Monthly Close (end to end accounting for multiple entities along with the Facets reporting shared service), Quarterly & Annual External Reporting, External Audit Participation / Preparation and Technical Accounting for matters pertaining to entities overseen. As the Financial Accounting Senior Manager - Statutory, you hold elevated responsibility across these workstreams—overseeing their planning, execution, and end-to-end management. You serve as the subject matter expert, accountable for every aspect of these workstreams while also representing the organization externally with auditors, partners, and regulators. Although this role reports directly to the Director of Financial Accounting, the Financial Accounting Senior Manager – Statutory is expected to lead from within the workstreams, functioning as the primary point of contact for all related matters and coordinating closely with the Director of Financial Accounting to escalate issues and align on team priorities. This is a full-time hybrid position based in Portland, Oregon. Pay Range $122,355.32 - $156,000.45 (annually) depending on experience. Actual pay is based on qualifications. This includes workflow management planning related to the successful completion of monthly, quarterly and annual workstreams., • Ensure the integrity of the GAAP general ledger by overseeing the monthly financial close for multiple of the Company’s legal entities. The primary entities overseen by this position are MHP and Oregon Dental Service (ODS – both Medicaid and commercial). This includes reviewing monthly financial statement packages, completing analysis as to operations as well as working through complex accounting matters., • Oversee Facets reporting shared service. This includes ensuring the completeness and accuracy of the reports and resulting monthly journal entries and reconciliations. Additionally, this entails working with members of IT, Accounting Operations and Membership Accounting to strengthen existing processes and/or create new processes related to Facets reporting (Aged AR, GL funding type matrix updates, ASO billing, etc.)., • Oversee the Quarterly and Annual External NAIC reporting for MHP and ODS. This includes being responsible for the associated planning, performing detailed review of work product completed by your team as well as working through harder concepts for the associated filings. This encompasses both the quarterly submissions as well as annual supplements which are filed in April, June and August with the NAIC., • Oversee the Quarterly and Annual External Exhibit L reporting for ODS Dental Medicaid. This includes reviewing various Coordinated Care Organization (“CCO”) contracts to understand reporting requirements and deadlines, associated planning, detail review of the Exhibit Ls and working with the CCOs on questions or contract / reporting changes., • Oversee the completion of both MHP and ODS MLR reporting submitted to the Centers for Medicare and Medicaid Services (“CMS”) as well as to CCOs. Additionally, collaborate with actuarial team members to complete risk corridor and other shared savings / risk sharing arrangement reporting for both entities., • Stay up to date on all things NAIC / Dental Medicaid related (attending meetings/webinars, reviewing communications and publications, etc.). There are numerous filings throughout the year that are a collaboration between Accounting, Medicaid Services, Data Analytics, Actuarial and others. The Accounting team is often the central figure for the coordination and preparation of these work products. This Senior Manager role needs to be well versed in the details and have the ability to collaborate cross departmentally to lead and facilitate these efforts., • Participate in the external audit by preparing “prepared by client” (PBC) schedules as well as reviewing PBCs prepared by team. This includes overseeing the Agreed-Upon-Procedures (“AUP”) audit over ODS Community Dental., • Participate in external audits requested by regulatory bodies. E.g. tri-annual state exam by the Division of Financial Regulation (“DFR”), CMS audits, Reinsurance audits, etc., • Ability and initiative to drive the areas overseen toward continuous improvement – specifically seeking to have documentation that is of high quality (audit worthy). Work with team on cross training initiatives and continuously creating documentation that is able to be reperformed by non-primary preparers., • Perform technical research as required and apply researched topics in a consistent manner. Ability to write technical accounting memos complete with ASC or SAP research, T-Accounts, JEs, etc., • Ensure that 100% of account reconciliations are completed monthly by direct reports and perform detailed review of determined reconciliations. Must have the ability to assist in working through challenging reconciliation topics, performing research as necessary, etc. Additionally, ability to create appropriate reconciliations for new accounts or processes as needed (i.e. assess appropriateness of ending account balance and develop reconciliation approach from scratch) as well as coach Supervisors through the development of these skills., • Work with other departments as necessary to ensure financial statements are complete and accurate; work to understand and/or test the completeness and accuracy of key sources of data (key reports, key spreadsheets, etc.)., • Demonstrate continuous effort to exhibit ownership over key responsibilities, improve operations, and streamline work processes to create efficiencies., • Collaborate regularly with supervisory team over the general body of work to be performed, both by Financial Accountants as well as by supervisory staff. Perform other duties or projects as assigned based on general capacity and team needs. Required Skills & Experience: • Bachelor degree in Accounting or Finance; Accounting preferred., • 6+ years financial accounting experience in escalating roles., • Public accounting experience required., • Supervisory experience required., • Active CPA license required., • Strong understanding of accounting concepts and Generally Accepted Accounting Principles (GAAP)., • Understanding of Statutory Accounting Principles (SAP) is preferred., • Strong analytical and problem-solving skills, including understanding of T-Accounts, and ability to work through difficult accounting scenarios., • Experience with various forms of financial reporting, including preparation or review of financials, footnotes and electronic tie outs., • Ability to lead and motivate a team to work collaboratively as a group as well as drive and maintain individual ownership amongst staff., • Strong verbal, written and interpersonal communication skills., • Ability to work well under pressure to meet strict deadlines, maintain flexibility to shift priorities and reprioritize (both for individual workload as well as supervised team), and to keep stakeholders appraised of status., • Strong time-management and organization skills; ability to move multiple work streams forward at once and actively prioritize projects., • Proficiency with Microsoft applications (Word, Excel, PowerPoint). Use of pivot tables, vlookups, and other moderately difficult Excel functions required., • Willingness to work additional hours when necessary., • Ability to maintain confidentiality and project a professional business image with both internal and external parties. Contact with Others & Working Conditions: • This position works closely with others in the Accounting department (approximately 40 people), as well as with others throughout the Company including the areas of: Pharmacy, Membership Accounting, Medicaid Services, Underwriting & Actuarial, IT, Claims and Benefit & Provider Configuration. Externally, this position will work with external auditors, state regulators and various other plan partners. Attendance and participation at meetings will be required., • Office environment with extensive close PC and keyboard work, constant sitting, and phone work.
