Position Summary Provides coordinated support within the Property Development division of Prospera Housing & Community Services, in its strategic objective of increasing the organization’s portfolio of affordable housing through the new construction and acquisition/rehabilitation of affordable units. Gathers and interprets GIS and other data to assist in site identification for new construction, as well as property location for the rehabilitation of existing units. Conducts due diligence requirements. Provides financial evaluation support and identifies/pursues potential sources of financing, equity and other funding. We value our employees by offering a competitive benefit package, including: Hybrid work schedules available (for certain positions) PAID Medical Dental/Vision Life Insurance Eligible for 10 paid holidays + 4 restricted floating holidays Short & long-term disability 401(k) Match EAP – Employee Assistance Program On-site gym (at Home Office in San Antonio) Performance-based incentives Training, certification, & growth opportunities $500 Employee Referral Program Essential Job Duties/Responsibilities • Prepares monthly HUD and Conventional construction draw requests, in cooperation with the construction and finance divisions, for submission to financial stakeholders for multiple construction projects concurrently, including accounts payable processes, performing cost tracking, and maintaining project records., • Employs the use of ArcGIS software to apply site feasibility analysis of potential development sites., • Supports the Department in developing financial reviews of potential acquisition of multifamily properties, including finance, market analysis, and basic proposed operating budgets., • Researches & identifies potential funding mechanisms in support of departmental strategic objectives., • Participates in compiling and completing tax credit applications (pre-application as well as full application) within established deadlines. Coordinates with other development staff, divisions, and 3rd party consultants in compiling draft review, revision, and finalization of content for the Vice President’s approval., • Prepares financing documents for lenders and investors. Coordinates with other development staff, divisions & 3rd party consultants in compiling draft review, revision, and finalization to ensure accuracy of content., • Assists in developing budgets and timelines for review by the Property Management and Asset Management divisions., • Assists in the identification and availability of existing affordable properties for their acquisition and rehabilitation., • Supports in tax credit compliance, including draw requests, vendor payment deadlines, coordinating transition from property development to operations, supports coordination of insurance coverage transition, accuracy of partnership agreements, contracts, loan documents and syndicator proformas, maintains records as needed for audits, and prepares reports required by syndicator, lenders, or governmental entities., • Regular, timely, and punctual on-site attendance is an essential function of this position., • Job Knowledge – demonstrates an understanding of the position requirements. The employee receives direction and guidance from the Vice President of Property Development or is guided by regulations or internal procedures. The employee, depending on the assignment, establishes their own courses of action in accordance with departmental deadlines and priorities. Routine duties are initiated by the employee without supervisory direction. The position has the opportunity to manage two direct reports, a Project Manager and an Assistant Project Manager. Requirements: Education & Experience Required B.A. in Finance or related field Proficient in the use of ArcGIS software Experience with state or federal housing programs and funding preferred Master of Science in Urban and Regional Planning or a related field is a strong plus Demonstrated computer ability with Microsoft Office to include Excel, Word, and Outlook Strong interpersonal and leadership skills. Ability to handle multiple tasks simultaneously with a strong attention to detail. Be team-oriented and have the ability to work independently. Ability to receive constructive feedback Be a “Champion for Change”. Maintain professional appearance and demeanor. Problem-solving and decision-making skills. State-issued Driver’s License required. Valid Class “C” Texas Driver’s License. Must be willing and able to travel up to 20% within Prospera’s service area. Physical and Mental Requirements The employee performs a wide variety of routine and generally related tasks. Established procedure, the supervisor or the employee determines the course of action. Tasks may occasionally have to be coordinated, integrated, and/or prioritized. Some computer applications may be difficult to accomplish and require resourcefulness and extra effort by the employee. Able to sit and work at a computer for extended periods of time. Able to stand and walk for extended periods of time, from space to space. Able to stoop, kneel, bend at the waist, and reach daily. Close vision is required for this position. Able to perform general office administrative activities: copying, filing, using the telephone and its functions, emailing, scanning, faxing, organizing, electronic scheduling, data entry, etc. Able to lift up to 25 pounds occasionally. Mental work demands include regular attendance, working well with others, verbal contact with others, noise, and occasional travel by conventional means, including motor vehicle and the like within Prospera’s regions and other locations as required.
