Job Description Job Title: Land Development Manager / Land Entitlement Specialist (Civil Engineer) Job Description This role focuses on managing the daily activities involved in land entitlement, permitting, and overall development coordination for multiple active projects. It is ideal for a civil engineering professional who wants to build a long-term career in land development and real estate, with hands-on exposure to acquisitions, entitlement planning, engineering collaboration, municipal review processes, and on-site development operations. The position suits someone who is proactive, highly organized, detail-focused, and comfortable working in a fast-paced environment where strong communication and effective problem-solving are essential. Responsibilities • Manage and track day-to-day entitlement and permitting activities across active development projects., • Coordinate with civil engineers, surveyors, environmental consultants, attorneys, utility providers, and municipal staff to move projects forward efficiently., • Attend rezoning hearings, planning commission meetings, neighborhood and community meetings, and municipal coordination meetings to represent project interests and support approvals., • Assist in advancing projects through permitting and approval processes by following up on submissions, addressing comments, and ensuring timely responses., • Review engineering and development plans to identify value engineering and cost-saving opportunities without compromising quality or compliance., • Monitor project schedules, approval timelines, and consultant deliverables to keep projects on track and escalate issues when needed., • Coordinate internal follow-up between acquisition, development, and construction teams to ensure alignment and smooth project handoffs., • Assist with due diligence efforts for prospective land acquisitions, including reviewing site conditions, entitlements, and potential constraints., • Maintain organized project records, approvals, reports, and correspondence to ensure accurate documentation and easy retrieval of information., • Civil engineering or Land Acquisition experience in land development, site development, or civil site design., • Hands-on experience with entitlement processes, permitting, and municipal approvals for land development projects., • Proficiency in civil engineering design tools such as AutoCAD and MicroStation for reviewing and understanding site plans and permitting plans., • Experience with civil design and drafting, including site plans, site layout, and site design for development projects., • Knowledge of storm water management and hydrology as they relate to site development and civil engineering design., • Familiarity with construction and development processes, including coordination with multidisciplinary project teams., • Strong project management skills, including tracking schedules, deliverables, and approval timelines across multiple projects., • High level of organization, attention to detail, and ability to maintain comprehensive project records and documentation., • Effective communication skills for coordinating with consultants, municipal staff, internal teams, and community stakeholders., • Professional Engineer (PE) license or Engineer-in-Training (EIT) certification is highly beneficial., • Experience with land acquisition processes and due diligence for prospective development sites., • Exposure to entitlement strategy and engineering coordination in a real estate or land development context., • Ability to identify value engineering opportunities and contribute to cost-effective design solutions., • Experience attending public hearings, planning commission meetings, and community meetings related to development projects., • Familiarity with CAD-based workflows for site development and permitting plan preparation. The role is primarily based in an office setting, with regular travel to project sites and external meetings. You will split your time between desk-based coordination, design and document review, and in-person engagement at rezoning hearings, planning commission sessions, neighborhood or community meetings, and municipal coordination meetings. The position involves frequent interaction with civil engineers, surveyors, environmental consultants, attorneys, utility providers, and internal acquisition, development, and construction teams. Standard business attire is expected for office work and formal meetings, while appropriate field attire is used during site visits. Job Type & Location This is a Permanent position based out of Charleston, SC. Pay and Benefits The pay range for this position is $75000.00 - $100000.00/yr.
