Job Description Contingent upon Award Job Summary: Responsible for designing, producing, and maintaining layouts for web sites, with a focus on both static and dynamic web pages, SharePoint pages, and web-based applications. This includes tasks such as the creation of web pages and files hosted on the web, such as Acrobat PDFs, and ensuring a seamless user experience. In addition to the design work, the contractor will be responsible for maintaining and supporting these sites, collaborating with the USCG team to resolve technical issues, enhance features, and ensure ongoing site performance. Essential Functions: • Assist customers with the design and creation of both static and dynamic web pages and sites. This includes tasks such as creating Acrobat PDFs and providing instruction to customers in using web development software., • Provide day-to-day support for maintaining USCG Internet and Intranet web sites, including SharePoint sites and dynamic ASP.NET-based sites. The following details outline specific responsibilities for web maintenance: 1. Link Validation and Content Updates: Must perform regular checks to ensure that all links on USCG web pages, including SharePoint and ASP.NET-based sites, are functioning correctly. This check should occur on a quarterly basis and include identifying and resolving any broken links or redirects. Any issues identified must be documented and resolved promptly, with an informal report shared with the government technical point of contact on a quarterly basis. • Ensure that content remains current, which includes updating pages, posts, and files based on user feedback and government content owner direction. The contractor must be responsive and prompt in carrying out updates. 1. SharePoint Document and List Archiving: To maintain system performance and prevent storage capacity issues, manage the archiving of SharePoint list items and documents. The archiving process must be conducted as dictated by the USCG's performance and storage threshold requirements in conjunction with direction from the USCG content owner. The archived documents and listed items must be cataloged and retained in accordance with the USCG’s record management and retention policies. Additionally, an informal quarterly report on the status of documents archived, including volumes and any issues encountered, should be shared with the government technical point of contact for the supported office., 2. Addressing Technical Issues: Work with USCG users to resolve technical issues experienced on USCG web sites., 3. Responding to User Feedback: Seek and respond to user feedback requesting enhancements to web sites. • Define, maintain, and update the file structure of USCG web sites and ensure that appropriate security measures are in place, including assigning user access rights. All user access rights will be determined by user needs at the discretion of the government., • Assist USCG personnel with updating and publishing products and services on USCG web sites, including static and dynamic web pages. This support also includes making recommendations for improvements to optimize content delivery or enhance usability., • Develop and support the creation of static and dynamic HTML, including ASP.NET-based Active Server Pages (ASP), Cascading Style Sheets (CSS), and related web technologies., • Configure new and existing web pages to ensure compliance with Section 508 accessibility requirements. Adding alternative text for images on SharePoint pages and accessible labels for form fields, galleries and images in Power Apps., • Recommend web-based solutions to enhance administrative functions such as interactive calendars, online discussion groups, phone directories, study and testing applications, and supply/procurement and work-order request management systems. Provide suggestions for improving the overall navigation and user experience of existing web sites. Provide recommendations on an ad-hoc basis with no specified frequency and at the specific request of the government. Research both new trends and improvements on existing tools., • Utilize SharePoint Online design tools, Power Automate, Power Apps, OData queries and other relevant tools to develop SharePoint sites and apps, as well as other webbased applications. Select from the array of available tools as deemed appropriate for a given project with input from the government technical point of contact. Follow any direction from the USCG 365 platform admins to ensure developer compliance for work performed. Typically, compliance requests are sent directly to developers via email., • Support all phases of the Software Development Life Cycle (SDLC) for web development projects on USCG’s SharePoint Online-based intranet should be shared with the government technical point of contact for the supported office., • Design dynamic web-based forms with advanced functionality, such as form field controls, conditional logic, and data validation. Additionally, they must use Power Automate and Power Apps to automate business processes. Priorities for process automation will be determined as necessary by the government., • Design, develop, and deploy SharePoint workflows using Power Automate to automate and manage business processes. Workflow complexity will fall within a broad range – from simple form submission all the way to complex multi-step approval processes. Retrieve data from SharePoint, using the technologies outlined., • Types of data to be retrieved will vary from project to project. Adhere to the following limitations when retrieving data from SharePoint: a. Sensitive personal data such as Personally Identifiable Information (PII), Sensitive PII (SPII), or Sensitive but Unclassified (SBU) data must be handled in compliance with applicable government privacy policies and regulations., • Data retrieval must be restricted to the specific data elements required for the workflow and must not exceed the permissions granted to the contractor or workflow., • Ensure that all data access complies with the access control policies of the USCG and does not violate data retention or confidentiality standards., • Design and maintain the unique look and feel of SharePoint sites using SharePoint Online design tools, web parts, CSS, JSON formatting, and HTML. Branding guidelines established by the supported command should be followed when customizing SharePoint sites., • Have knowledge of key performance indicators (KPIs) and experience in creating dashboards and scorecards within SharePoint Online. This may include Excel Services integrating SharePoint with external data sources. Types of KPIs or dashboards the contractor must focus on will vary and be per the direction of the government., • Ensure proper access control and encryption for data classified as FOUO, LES, SBU, PII, or SPII. All applications storing, processing, or transmitting sensitive information must undergo periodic security and privacy assessments in accordance with USCG cybersecurity and privacy policy requirements. Perform a quarterly audit of security on SharePoint lists (CGPortal Online), and any internet-facing projects. This includes requirement gathering, design, development, testing, User Acceptance Testing (UAT), production, and post-production support. Contractor methodologies may vary from project to project and use an informal approach as the SDLC process is supported., • Design dynamic web-based forms with advanced functionality, such as form field controls, conditional logic, and data validation. Additionally, they must use Power Automate and Power Apps to automate business processes. The documents will typically be required as online documentation and PDF guides., • MRPT Education and Experience: • Bachelor’s degree in information systems, Computer Science, or a related field., • Relevant SharePoint development certifications are preferred., • Relevant work experience may offset the educational requirement. Knowledge/Skills/Abilities: • Microsoft: Windows Server, Active Directory, Microsoft 365 (including specific applications like Teams, SharePoint, Exchange Online), Azure, SQL Server, Power Platform., • Adobe: Creative Cloud (including specific applications like Photoshop, Illustrator, InDesign, Premiere Pro, Acrobat), Adobe Experience manager (AEM).
