Job Title: Weapons & Ammunition Management (WAM) Project Manager Location: Nigeria Hours: Full Time Contract Type: Permanent Salary: Competitive, dependent on experience Reports To: WAM West Programme Manager (PM) Direct Reports: WAM West Operations Manager, National team – Ops, Finance and Administration Key Internal Contacts/Relationships: The WAM Directorate – Director of WAM, WAM West PM, RFM, WAM HR Key External Contacts/Relationships: Military, Police, ECOWAS, Embassies (specifically the US, UK, Dutch) Job Purpose: Leading an enthusiastic country team within the WAM Directorate. Developing existing projects and expanding on new developments. HALO is the leading global NGO addressing the impact and drivers of conflict in 30 countries and territories, with over 8,000 staff. Most of our staff are local employees and include a growing number of women. Our primary duty is to serve people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence. HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition and working with both state and community actors to reduce the prevalence of armed violence. The HALO Trust began work in weapons and ammunition management (WAM) in 2011, in Côte d’Ivoire. Since then, work has expanded into 12 countries, including Nigeria in 2021. The WAM Directorate currently operates 17 contracts from institutional and private donors for projects across two of HALO’s Strategic Goals. To date, HALO’s global WAM projects have built and refurbished 344 armouries and explosive storage facilities, marked and registered over 61,000 weapons, and trained nearly 1,500 national security force personnel in safe storage and disposal of at-risk weapons and ammunition. This is a great opportunity to join or progress in the WAM directorate with a dynamic group of technical specialists, project management and delivery staff. HALO is seeking to recruit a Weapons and Ammunition Management Project Manager (WAM PjM) who will oversee and manage the Nigeria project’s activities. They must have proven experience in project management, ideally including within high security environments. The WAM PjM is responsible for day-to-day management and delivery of project outputs and is the main focal point for external stakeholder engagement. They must ensure that contractual obligations are met and that project activities are conducted in the safest and most efficient manner possible, particularly in accordance with international standards, HALO’s SOPs, regulations and policies, as well as Nigerian laws. The WAM PjM will be based in the HALO office/guest house in Abuja but required to make visits to other locations in Nigeria, including high security in the North East. They will also be required to visit countries in the ECOWAS region in support of the West Africa region. • Plan and manage the project’s grants including operational delivery and other contractual objectives including quality assurance, monitoring and evaluation, and general oversight through field visits to project locations, across Nigeria but including the high security zones of the North East., • Compile and submit internal and external reports in coordination with the Regional Support Officer and WAM PM, as required and in line with contractual obligations., • Pursue and develop new funding opportunities in Nigeria with support from the WAM PM, WAM Donor Relations Manager and other HALO HQ departments., • Ensure all project activities and tasks are conducted in compliance with HALO and donor policy., • Manage the project’s finances in coordination with the WAM PM, the International and Regional Finance Managers, including budgeting, forecasting and monitoring of expenditure in accordance with donor and HALO global financial policies., • Manage the procurement, supply levels, and movements of associated WAM equipment., • Lead the project’s stakeholder engagement, particularly with diplomatic missions in Nigeria, national authorities and government departments, CSOs and I/NGOs., • Plan, coordinate and manage HALO and external visits to the project, including global specialists for project delivery. This may include arranging travel, accommodation and briefing visitors on the project and security situation., • Manage the training, employment and vetting of project staff and beneficiaries (where applicable)., • Represent HALO during major engagements with government institutions or partner events such as workshops or round table meetings., • Manage staff welfare, including morale, motivation, and discipline in compliance with HALO policy and relevant local employment laws., • Ensure HALO’s presence in Nigeria is compliant with all relevant national laws and regulations. General: • Uphold HALO’s core values and standards, promoting its ethos and mission statement., • Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding, • Three years of international project management experience, ideally within high security environments., • Strong IT skills, highly proficient in the use of Microsoft Office., • Experience of working with government institutions and ministries., • Experience managing and leading teams of national and international staff., • Experience developing, monitoring and managing budgets., • Exceptional organisational skills and ability to manage multiple deadlines., • Experience monitoring project performance against indicators., • Exceptional interpersonal and communication skills, including experience briefing embassy or high-level government representatives., • Strong numeracy and IT skills essential., • Fluent written and spoken English. Desirable Requirements: • Recent work experience in Nigeria., • Experience with weapons and/or management (civilian, military or law enforcement)., • Proficient knowledge and application of International Ammunition Technical Guidelines., • Experience working alongside host-nation security forces, particularly training., • Experience of managing international research projects related to security or arms control., • Work experience in the WAM, armed violence reduction or security sector reform context., • Experience in international development., • Experience working on projects relating to gender and women’s empowerment. Travel Requirements: • Travel around Nigeria is required, mainly the Northeast, however visits to Lagos and other primary cities will be necessary., • Monthly living overseas allowance (LOA), • Free accommodation in a rented HALO apartment or house, • 49 days annual leave per year, increasing to 56 days after 2 years’ service., • Three economy return flights to the member’s official home address, • Private medical health insurance, • Insurance package: life assurance and emergency medical insurance, including evacuation and repatriation.
