This is a key role responsible for controlling the safety, maintenance, movements and operations of the Rail Mobile Maintenance Machine (RMMM) fleet, while ensuring the competency, compliance and ongoing development of our rail engineering workforce.If you're passionate about engineering excellence, competency management and continuous improvement, we'd love to hear from you.As Rail Competency & Compliance Manager, you will effectively identify and manage the competency requirements of the business, oversee engineering assessment processes and provide technical expertise to support operational excellence across our rail division.You'll play a pivotal role in developing engineering capability, ensuring compliance with industry standards and legislation, supporting the availability of On Track Plant (OTP), and driving performance improvements across the business.Main ResponsibilitiesSupport rail engineering competence and compliance by assessing, mentoring and developing engineers across the region and sector.Conduct competency assessments, identify training needs and provide constructive feedback and recommendations to depot managers.Maintain competency records and assessment plans, ensuring all documentation is accurate, up to date and readily available.Manage training and competency systems, including updating competency matrices and coordinating assessment records through Speedy Academy and PeopleFluent.Administer the Sentinel Scheme, including onboarding personnel, managing competencies and arranging external training courses.Provide technical support and guidance to the rail team, contributing to the development of plant, equipment and operating procedures.Support compliance with legislation and industry standards by participating in reviews and implementing required process improvements.Assist in the operation, maintenance and availability of On Track Plant (OTP), ensuring servicing schedules, inspections and documentation are completed in line with requirements.Develop engineering capability through coaching, mentoring and competency management for employees and authorised operating partners.Drive Route to Gold performance by managing PPS submissions, monitoring trends, addressing performance issues and liaising with Network Rail representatives.Produce and present management information, including monthly and quarterly reports, and participate in performance review meetings.Support business growth and operational efficiency by working with sales and operations teams, engaging with manufacturers and identifying cost-saving opportunities within OTP activities.Produce detailed engineering reports relating to plant reliability for key customers.The Ideal CandidateYou will have strong technical knowledge of the rail hire industry, with a thorough understanding of rail engineering, industry standards, legislation, equipment, product codes and compliance requirements. Ideally, you will hold a minimum Level 2 qualification in Plant Engineering and be experienced in assessing and developing engineering competence, producing technical training materials, delivering practical training and coaching colleagues to enhance capability and performance.You will be an excellent communicator with the ability to build strong relationships, influence stakeholders and work collaboratively at all levels. Highly organised and proactive, you'll be skilled in planning, scheduling, workload management, record keeping and producing accurate engineering reports and management information. You'll demonstrate strong analytical and problem-solving abilities, a commitment to continuous improvement and operational excellence, and a sound understanding of corporate governance and confidentiality.You'll also be a competent IT user, hold a valid PTS card and full UK driving licence, and be flexible to work outside normal hours and attend key operational, industry and leadership meetings when required.About The CompanyWe'll provide everything you need to succeed in this role.You'll benefit from comprehensive on-the-job training, supported by our dedicated product and systems training teams.
