Job Description Location: Remote, minimal travel to offices in San Jose, CA Employment Type: Full Time Estimated Duration: 24 months, then conversion to direct hire with utility About the role: seeking a dynamic and experienced Program Manager to lead and manage capital delivery programs for Californias largest water utility. This fully remote position (with minimal travel) is responsible for end-to-end leadership across multiple complex programs, including new water well development, existing well site upgrades, regulatory permitting, and utility coordination. The successful candidate will rely on their expertise in water wells to provide strategic direction, ensure regulatory compliance, and foster cross-functional collaboration to deliver projects on time and within budget. Key Responsibilities: • Program Management & Strategic Leadership, • Lead the planning, execution, and delivery of water well programs, including land acquisition through entitlement to construct and program-level scheduling for multiple new and upgraded well projects., • Serve as overall program administrator for permitting and utility coordination initiatives., • Develop and implement execution plans, program KPIs, dashboards, milestone tracking, forecasting, and cross-departmental reporting., • Drive resource allocation, risk mitigation, and stakeholder engagement strategies., • Permitting & Regulatory Compliance, • Lead permitting strategy and execution across applicable local, state, and federal agencies, including drinking water regulatory bodies, environmental quality review, discharge permits, conditional use permits, transportation agencies, and railroad authorities., • Oversee permitting consultants producing reports, studies, and applications., • Ensure completeness and quality of permit packages; resolve stalled permits; train internal teams on process improvements., • Oversee permitting consultants producing reports, studies, and applications., • Ensure completeness and quality of permit packages; resolve stalled permits; train internal teams on process improvements., • Project Coordination & Utility Interface, • Oversee power service applications and energization workflows with regional utility providers., • Build and maintain relationships with utility providers to ensure alignment with project construction timelines., • Support project managers with documentation, application development, and escalation procedures., • Operational Excellence & Process Improvement, • Track and report metrics such as adherence to schedule/budget, permit turnaround, and quality performance., • Lead change management efforts through development of reporting tools and workflow enhancements., • Provide training, coaching, and mentorship to project teams and internal staff., • Collaboration and Oversight, • Coordinate closely with Capital Delivery, Construction, Regulatory Affairs, Environmental, Engineering, and Finance teams., • Serve as a primary liaison between internal and external stakeholders, consultants, and regulatory agencies. Work Model and On-Site Requirements: • Fully remote role with minimal travel to San Jose office., • Travel is expected 0-5% of the time. What We Are Looking For: • Bachelors degree in Engineering, Project Management, or related field., • Minimum 8 years of progressive experience in a water utility environment with direct involvement in new water well development and existing well site upgrades., • Proven experience in regulatory permitting (CEQA, DDW, discharge, CUP) and working with water utility agencies., • Demonstrated leadership, organizational, and stakeholder communication skills., • Proficiency in MS Office, MS Project, Power BI, and project tracking tools. Preferred Attributes: • Masters degree in Engineering, Environmental Science, or Project Management., • Professional Engineer (PE) license., • PMP or PgMP certification., • Experience managing multidisciplinary teams and subconsultants., • Knowledge of environmental impact assessment, sustainability practices, and regulatory frameworks.
