POSITION OVERVIEW Founded in 1946, Cal Voices is one of the oldest peer-run grassroots behavioral health advocacy agencies in California, and is an affiliate of Mental Health America. Cal Voices is a 501(c)(3) public benefit organization dedicated to improving the lives of residents in the diverse communities of California through advocacy, education, research, and culturally-relevant peer support services. In all its programs, Cal Voices works with individuals and families experiencing behavioral health challenges to promote wellness and recovery, prevention, and improved access to services and supports. With statewide, regional, and local programs in Amador, Placer, and Sacramento Counties, Cal Voices regularly employs around 55 positions, over 90% of which are designated peer roles that require personal lived experience as a consumer of behavioral health services or as a family member, parent/caregiver, or primary support person of someone with complex behavioral health needs. The Human Resources (HR) Manager is Cal Voices go-to person for all employment-related issues, ensuring managers and employees have the necessary information, resources, and support to be effective in their roles. Duties include management of job design, recruitment, hiring, onboarding, orientation, separations, offboarding, Human Resources Information System (HRIS), employee benefits, workers compensation, personnel policies/procedures, training/professional development, reasonable accommodations, job-protected leaves, labor and employment law compliance, employee relations, performance evaluation, risk mitigation, and liability prevention. Cal Voices is a consumer-run organization. As such, the HR Manager must have personal lived experience of recovery from a mental health condition and/or substance use disorder. The HR Manager should be familiar with self-help and recovery concepts, core competencies and best practices for the effective delivery of peer support services, mental health risk factors and protective factors at work, and psychological safety in the workplace. The HR Manager must also possess working knowledge of office management responsibilities, including facility maintenance, budgeting, insurance, vendor relations, equipment and supply requisition, site safety/security, operations, and communications. Qualified individuals who have received public behavioral health services in any California county, are bilingual/bicultural, and/or identify as members of traditionally underserved populations (e.g., BIPOC, LGBTQ+, veterans, immigrants/refugees, former foster youth, firsthand or secondhand experience with homelessness or the criminal justice system, etc.) are strongly desired. MINIMUM QUALIFICATIONS • Personal lived experience of recovery from a mental health condition and/or substance use disorder, • A bachelors degree in Human Resources, Business Management, Business Administration, Organizational Leadership, or a related field; or a Human Resources certification (e.g., PHR, SHRM-CP) that is current and in good standing, • At least three years of professional work experience managing Human Resources functions for an organization with at least 50 employees, • A current and valid Class C California Driver License, • Immediate access to reliable personal transportation throughout the workday, • Performs salary surveys and compensation assessments to maintain competitive pay and benefits, • Responds to employment verification requests and external employment-related inquiries, • Remains up-to-date on labor, employment, and workplace health and safety laws and regulations, • Tracks and implements emerging best practices for HR administration and employee relations DOWNLOAD THE JOB DESCRIPTION HERE OR COPY AND PASTE THE LINK BELOW IN YOUR WEB BROWSER TO VIEW THE JOB DUTIES AND REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES FOR THIS POSITION, YOU WILL NEED THE JOB DESCRIPTION TO COMPLETE PARTS OF THE ONLINE APPLICATION: PHYSICAL AND MENTAL REQUIREMENTS The frequencies listed below are based on estimated annual averages. Position sustainability relies on the continuity of existing contracts and funding levels. Although not guaranteed, future pay increases may be given based on revenue growth, demonstrated skills, quality of work performance, and/or value of the employee's contributions to the agency. Starting Compensation: $85,000/year Benefits: This position is eligible for employer-paid medical (up to 95%), dental (100%), vision (100%), and life insurance (100% of $50,000 policy) plans. Eligible employees may purchase family/dependent health benefits and additional life insurance through these plans. Optional benefits include voluntary participation in Cal Voices' 403(b) retirement plan, pre-tax health and dependent care accounts, long term disability plan, and more.
