Job Description Job Title: Licensed Clinical Social Worker (LCSW) / Licensed Professional Clinical Counselor (LPCC) – Behavioral Health & Public Health Program Lead Department: Behavioral Health & Public Health Integration Reports To: Clinical Director / CEO FLSA Status: Exempt Location: Omni Resource Services, Inc. – Public Health and Wellness Center Schedule: Full-Time Organizational Overview Omni Resource Services, Inc. is a Public Health and Wellness Center dedicated to advancing health equity through integrated, community-based healthcare. Our programs address the root causes of health disparities, focusing on primary care, mental health, substance use treatment, preventive services, and chronic disease management. Our care model blends clinical excellence with harm reduction, public health practice, and community engagement to serve the most vulnerable populations. Position Summary The Licensed Clinical Social Worker (LCSW) / Licensed Professional Clinical Counselor (LPCC) serves as a Billing Supervisor and Clinical Program Lead, responsible for driving behavioral health and public health integration throughout the organization. This role provides clinical supervision, delivers direct mental health and substance use services, supports program design and compliance, and collaborates with an interdisciplinary team of APRNs, Community Health Workers, Case Managers, and outreach specialists. The ideal candidate is an experienced behavioral health clinician who is passionate about working with underserved and marginalized communities, can thrive in multiple work settings (clinic, community, and outreach), and is skilled in service delivery, billing compliance, and program development. Key Responsibilities 1. Clinical Care & Service Delivery • Provide evidence-based individual, family, and group therapy for clients with mental health and co-occurring substance use disorders., • Conduct diagnostic assessments, mental health evaluations, treatment planning, and crisis intervention., • Collaborate with medical and behavioral health staff on integrated treatment plans, particularly for clients receiving MAT/MOUD services., • Deliver services using trauma-informed, culturally competent, and harm-reduction approaches., • Maintain timely and accurate documentation in the Electronic Health Record (EHR). 2. Public Health & Program Leadership • Lead behavioral health integration within Omni’s public health and chronic disease programs, ensuring services address both clinical and community-level determinants of health., • Collaborate with primary care and outreach teams to ensure coordinated care for high-risk and high-need populations., • Engage in program planning and expansion efforts to strengthen MAT/MOUD, behavioral health, and preventive care initiatives., • Support health promotion and prevention efforts, including screenings, community wellness events, and group education., • Contribute to quality improvement and data-driven decision-making processes. 3. Billing Supervision & Compliance • Serve as Billing Supervisor for behavioral health services, ensuring compliance with Kentucky Department for Medicaid Services, Medicare, and commercial payer guidelines., • Oversee billing workflows for therapy, assessment, MAT/MOUD integration, and preventive behavioral health interventions., • Train and support clinical and outreach staff in documentation and billing practices to maximize reimbursement and minimize denials., • Monitor utilization data, productivity, and service delivery reports to meet programmatic and financial goals., • Collaborate with administrative and compliance teams to ensure alignment with regulatory standards. 4. Interdisciplinary Team Collaboration • Work closely with APRNs, medical assistants, case managers, and CHWs to provide integrated, whole-person care., • Participate in case conferences, team huddles, and interdisciplinary planning meetings., • Provide clinical guidance to support effective coordination of services across medical, behavioral, and public health programs., • Mentor and support emerging clinicians and outreach staff, contributing to a learning health system model. Qualifications • Master’s degree in Social Work, Counseling, or a related behavioral health field., • Active LCSW or LPCC license in the state of Kentucky (independent licensure required)., • Minimum of 3 years of clinical experience, with preference for experience in community mental health and substance use treatment settings., • Strong understanding of Medicaid/Medicare billing, service documentation, and regulatory compliance., • Experience working with MAT/MOUD, chronic disease management, and preventive behavioral health programs preferred., • Demonstrated commitment to working with underserved and marginalized populations., • Strong leadership, communication, and problem-solving skills., • Familiarity with trauma-informed care, harm reduction, and integrated care models., • Proficiency in EHR documentation and telehealth platforms.
