Your Role on the Team The Planning Analyst applies knowledge of higher education and University of California policies, as well as research processes, to support Institutional Planning's goals: Supports the critical analysis and design of academic proposals, program review reports, campus status reports, and accreditation self-study reports. Resourcefully, independently, and in a timely manner, gathers and reviews all necessary data and information to provide clear, comprehensive, and insightful analysis and recommendations for review by senior administrators. Proactively prepares materials (e.g., data analysis, charts, tables), such as reports (e.g., self-study, accreditation reports), updates (e.g., individualized academic updates to 15 schools), and communications (process update memos; PowerPoint slide decks) for campus and external constituents. Utilizes knowledge of various applications (e.g., Excel, OneDrive, PowerPoint, Power BI, WordPress) to develop effective communication, information sharing, and database management strategies. Initiates problem-solving approaches to prudently address academic-related matters. Clearly and effectively communicates complex messages using various methods with internal (e.g., campus faculty and administrators) and external constituents (e.g., state higher education administrators, accreditation officers) with discretion and professionalism, upholding the Office of the Provost communication protocols. Assists with office administration and clerical tasks, including scheduling meetings, placing orders, and processing payments. Supports Vice Provost (VP) and Associate Vice Provosts (AVPs) as needed. Key Responsibilities: • Applies higher education policies and research concepts to perform analysis of data and systems pertaining to complex projects, policies, initiatives, processes, and/or functions, such as academic program reviews, institutional accreditation reports, and various reports to the campus and the University of California Office of the President (UCOP)., • Gathers and assembles accurate and consistent data for assigned tasks and projects to prepare reports and/or analyses summarizing information and commenting on other significance for internal or external constituents. These include discipline-specific accreditation self-study reports, academic proposals, and various reports to states and government stakeholders., • Prepares, edits, and modifies documents including research reports (e.g., planning briefs and updates) presentations (e.g., campus operation slide deck for UCOP), and proposals (e.g., establishment of a new school)., • Using subject matter knowledge, collects and prepares information for use in discussions and meetings with internal and external constituents, such as those with UCOP officers, school administrators, the Academic Senate, etc., • On a project basis, performs analytical studies on a variety of higher education and UC academic policies, initiatives, programs, and issues., • Performs a variety of analyses (e.g., academic processes and policies) in support of improving how IRAP and its campus partners collaborate and operate., • Participates in administrative research policy and program project planning and development (e.g., planning briefs)., • Oversees IRAP's technology and database needs and explores new applications, platforms, etc. and makes recommendations. Required: • Knowledge of common organization- or research-specific and other computer application programs such as Excel, Power BI, and WordPress., • Communication and interpersonal skills to communicate effectively, both verbally and in writing., • Ability to use discretion and maintain all confidentiality., • Analytical / problem-solving skills., • Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals / analyses., • Proficient in ability to multi-task with demanding timeframes., • Strong policy analysis techniques. Working knowledge of policy analysis frameworks (e.g., Eightfold Path) and tools (e.g., stakeholder mapping) used to interpret legislation, determine possible outcomes, and develop actionable recommendations., • Demonstrated excellent writing and editing skills., • Skills to independently plan and conduct research related to strategic goals, analyze data, and appropriately report findings including executive-level summaries, reports, presentations, talking points, website content, and other official communications. Research experience (e.g., literature review, research design, etc.), • Bachelor's degree in related area and / or equivalent experience / training, • At least 3-4 years of professional experience in analyzing data, policies, and research projects. Preferred: • Skills to independently plan and conduct research related to strategic goals, analyze data, and appropriately report findings including executive-level summaries, reports, presentations, talking points, website content, and other official communications. Demonstrates ability to use sound judgment in responding to issues and concerns., • Knowledge of higher education and the University of California academic policies., • Familiar with accreditation and UC education policies., • Master's degree or Ph.D. or equivalent advanced degree in higher education administration or related field.
