CLASSIFICATION: Non-Exempt W-2, Hourly Part-Time WORK SCHEDULE SPO Patrol Staff will collectively provide 96 hours of weekly coverage, shared among four (4) officers. Shifts will be assigned and scheduled by the Chief SPO based on operational needs. Coverage will be provided through two standard shifts: • 10:00 AM 7:00 PM COMPENSATION RANGE:$20.00 to $22.00 per hour, and is commensurate with experience, expertise, and verified credentials. ANTICIPATED TRAVEL:Regular, local travel is required. SPOs must patrol multiple office and residential locations throughout each assigned shift, as scheduled by the SPO Chief. SUMMARY OF POSITION RESPONSIBILITIES The Special Police Officer (SPO) 4 is responsible for maintaining a safe, secure, and orderly environment across assigned facilities. This includes conducting routine patrols, responding to emergencies, enforcing safety protocols, assisting staff and residents during high-risk situations, and ensuring compliance with Maryland State Police regulations. Additionally, the SPO serves as the Safety Officer, overseeing all facility safety processes, inspections, emergency preparedness activities, and documentation required to maintain regulatory and program compliance. SCHEDULED DUTIES & RESPONSIBILITIES Patrol & Security Oversight • Patrol facilities, grounds, and common areas regularly., • Maintain visible presence to deter unauthorized activity and identify safety hazards., • Respond to daytime disturbances or support needs., • Complete detailed daily activity and patrol logs., • Complete full documentation for each shift. Emergency & Incident Response • Respond promptly and professionally to emergencies or on-site crises., • Utilize de-escalation strategies and trauma-informed practices., • Request EMS, clinical teams, or law enforcement support when appropriate., • Complete accurate and timely incident reports. Facility Oversight & Support • Monitor entrances and exits and enforce visitor protocols., • Support enforcement of rules regarding curfews, contraband, and loitering., • Assist staff during behavioral episodes or high-risk procedures., • Escort residents, visitors, or staff when needed for safety. Compliance & Communication • Maintain compliance with Maryland State Police regulations and agency policies., • Ensure Special Police Commission and CPR/First Aid certifications remain current., • Report regularly to site supervisors and the SPO Chief., • Participate in required staff meetings and training. Shift Documentation Reporting Method Safety Officer Duties Facility Safety & Inspections • Maintain the Safety Binder including policies, schedules, forms, and completed documentation., • Facilitate annual external inspections, obtain reports, and document findings and improvements., • Complete quarterly self-inspections and present reports to appropriate leadership teams., • Track all inspection reports, recommendations, corrective actions, and related meeting minutes. Emergency Preparedness Responsibilities • Conduct and/or coordinate all required emergency drills., • Ensure drills are performed safely and without unnecessary disruption., • Complete Emergency Drill Reporting Forms., • Provide staff education following drills and implement leadership-recommended improvements., • Maintain drill records for each site in the Safety Binder. UNSCHEDULED DUTIES & RESPONSIBILITIES • Provide emergency shift coverage during call-outs or critical incidents., • Assist during community events, site inspections, and compliance reviews., • Collaborate with external first responders during crises or investigations., • Participate in crisis debriefings, safety reviews, and improvement planning., • Support special projects, audits, and accreditation visits as assigned. PHYSICAL DEMANDS • Extended periods of walking or standing, • Occasional physical restraint, lifting, or redirection during emergencies, • Work in varied indoor/outdoor conditions and weather WORKING CONDITIONS • Operates within residential and clinical care environments, • May involve high-stress situations involving behavioral health crises, • Requires calm, professional demeanor and sound judgment at all times COMPETENCY AND SKILLS • Familiarity with Maryland Special Police authority and procedures, • Strong written communication and incident documentation ability, • Experience in emergency response, crisis de-escalation, and behavioral support, • Training in trauma-informed practices (CPI, TCI, or similar), • Ability to work cooperatively with clinical and operational teams, • Knowledge of HIPAA, COMAR, and client rights in behavioral health settings LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS Qualifications • At least 1 year of experience in law enforcement, security, or behavioral health settings, • Prior experience in housing, shelter, or mental health programs preferred, • Experience conducting or coordinating emergency preparedness drills, • Knowledge of emergency response protocols, safety procedures, and documentation standards, • Ability to educate staff on emergency response patterns and improvements, • Ability to maintain and organize safety documentation, including Safety Binder and drill reports, • Experience coordinating health and safety training or working with HR/training departments, • Willingness to complete additional safety-related training as supported by the organization Education • High school diploma or GED (required) Certification/License • Valid Maryland Special Police Officer Commission (active and in good standing), • CPR/First Aid Certification (or ability to obtain within 30 days of hire), • Valid Maryland Security Officer (active and in good standing), • Valid Maryland Handgun Permit (active and in good standing)
