In this vital role, you will serve as a key point of contact for staff, providing expert guidance on a wide range of HR functions including recruitment, employee relations, benefits administration, performance management, and compliance. Key Responsibilities • Act as the primary resource for staff and management on HR matters such as staffing, recruitment, benefits, compensation, performance evaluations, and employee relations., • Lead and coordinate recruitment efforts, including developing job descriptions, posting openings, sourcing candidates, scheduling interviews, and managing pre-employment processes., • Facilitate the agency’s performance management system, ensuring timely completion of evaluations, supporting employee development plans, and communicating updates throughout the process., • Manage and maintain HRIS data and paper records, ensuring all employee files comply with federal, state, and organizational standards., • Support the development and delivery of training programs, including safety training and supervisory skills, to promote professional growth and compliance., • Assist with benefits programs, explaining plan options to employees, verifying enrollments, and supporting the administration of Worker’s Compensation and Modified Work protocols., • Ensure compliance with applicable laws and regulations such as FMLA, FLSA, ADA, HIPAA, and relevant state laws, maintaining up-to-date policies and procedures., • Conduct investigations related to employee concerns or claims of serious health conditions, making recommendations to management., • Monitor and analyze HR data reports, prepare reports for internal use and external compliance, and support data-driven decision-making., • Oversee the agency’s unemployment claims process with the Texas Workforce Commission, including documentation and hearing participation., • Conduct exit interviews, investigate work-related injury claims, and promote a safe, healthy work environment., • Perform periodic audits to ensure all HR documentation is accurate, complete, and compliant with standards and grant requirements., • Support special projects and perform other related duties as assigned. Qualifications • Bachelor's degree in Human Resources, Business Administration, or a related field; Professional HR certification such as PHR is a plus., • Minimum of three years of progressively responsible HR experience, with demonstrated ability to handle sensitive and confidential information across multiple departments., • Strong knowledge of federal, state, and local employment laws and regulations., • Proven experience with HRIS systems; experience with ADP is advantageous., • Proficiency in Microsoft Office Suite, especially Excel (advanced skills preferred)., • Excellent verbal and written communication skills with the ability to interact effectively across all levels of the organization., • Strong organizational skills and high attention to detail., • Ability to manage multiple projects simultaneously, prioritize tasks, and meet deadlines in a fast-paced environment., • Self-motivated, results-oriented, with a proactive approach to problem-solving., • Commitment to ethical practices, confidentiality, and fostering a respectful, inclusive workplace.
