Role Summary The IT Budget & Financial Operations Analyst is a budget centric hybrid role responsible for IT and Security financial planning, forecasting, and budget governance, while supporting procurement and financial operations activities to ensure vendor spend aligns with approved budgets, forecasts, and contractual commitments. This role owns budget accuracy, financial transparency, and executive reporting, and supports procurement execution from a financial analysis and operational perspective, without holding contract, purchase order, or invoice approval authority. Responsibility Weighting • IT Budgeting, Forecasting & Governance: ~70%, • Procurement & Financial Operations Support: ~30% Key Responsibilities IT Budgeting, Forecasting & Financial Governance (Primary – 70%) • Develop and manage IT and Security OpEx and CapEx budgets., • Prepare annual budgets, re forecasts, and long range financial plans., • Track actual spend versus budget and forecast; analyze and explain variances., • Monitor budget run rate and funding availability across IT portfolios., • Prepare executive level financial summaries, insights, and recommendations., • Maintain audit ready budget documentation and financial controls., • Contract Negotiation Support, • Support contract negotiations through financial modeling, pricing analysis, and budget impact assessments., • Participate in negotiation discussions as a financial and budget advisor., • Validate that proposed pricing structures and contract timing align with approved budgets and forecasts., • Draft or initiate purchase orders based on executed contracts and confirmed budget availability., • Ensure PO values, timing, and cost allocations align with approved budgets and forecasts., • Submit vendor invoices into financial systems., • Validate invoices for budget alignment and proper cost center and general ledger coding., • Escalate discrepancies or inconsistencies to Finance or Legal for resolution., • Contract approval or signing authority, • Purchase order approval authority, • Final invoice approval, • Vendor ownership or vendor performance management Key Performance Indicators • Forecast Accuracy & Financial Predictability, • Accuracy of IT budget forecasts versus actuals, • Reduction in unplanned or late identified spend, • Budget Governance & Spend Control, • Percentage of IT spend aligned with approved budgets, • Audit findings related to IT budget controls, • Timeliness and clarity of executive financial reporting, • Bachelor’s degree in Finance, Accounting, Business Administration, or related field., • Experience in budget analysis, financial planning, or financial operations., • Strong analytical skills with advanced Microsoft Excel proficiency., • Ability to communicate financial insights to technical and non technical stakeholders. Preferred Qualifications • Experience supporting IT or Security budgets., • Familiarity with contract lifecycle, ERP, or financial management systems (Coupa), • Experience supporting procurement activities from a financial perspective., • Understanding of audit and internal control expectations. Here's a detailed job description: Administrative Duties: * Patient Scheduling: Schedule patient appointments, surgeries, and follow-up visits, ensuring efficient use of time slots and coordination with other staff members. * Patient Registration: Greet patients, collect demographic and insurance information, and update electronic medical records (EMRs) accurately. * Insurance Verification: Verify patient insurance coverage, obtain authorizations for procedures or tests, and assist patients with insurance-related inquiries. * Medical Records Management: Maintain organized and up-to-date medical records, including filing, scanning, and retrieving documents as needed. * Billing and Coding: Assist with billing processes, including coding procedures and services accurately to ensure proper reimbursement. * Supply Management: Monitor inventory levels of medical and office supplies, restock as needed, and coordinate supply orders with the administrative team. * Communication: Facilitate communication between patients, physicians, and other healthcare providers, both in person and over the phone. Clinical Duties: * Patient Preparation: Escort patients to examination rooms, obtain vital signs (blood pressure, pulse, temperature), and prepare patients for procedures or examinations. * Allergy Testing: Perform allergy skin testing, including prick tests and intradermal tests, and interpret results under the supervision of a physician. * Immunotherapy Administration: Administer allergy immunotherapy injections according to physician orders, following established protocols and safety guidelines. * Patient Education: Educate patients about allergy triggers, avoidance strategies, medication usage, and the purpose of allergy testing and immunotherapy. * Assist with Procedures: Assist physicians during ENT procedures, such as ear irrigation, nasal endoscopy, or throat examinations, by providing support and maintaining a sterile environment. * Documentation: Document patient assessments, procedures performed, and treatment plans accurately in EMRs, ensuring compliance with regulatory standards and clinic protocols. * Safety and Infection Control: Adhere to infection control protocols, maintain cleanliness and sterilization of equipment, and promote a safe environment for patients and staff. Qualifications: * Education: High school diploma or equivalent. Completion of a medical assistant program or certification as an allergy technician may be required or preferred. * Certification: Certification as a Medical Assistant (CMA) or Registered Medical Assistant (RMA) may be required.
