The St. Paul Public Housing Agency (PHA) has been serving the community for over 45 years. St. Paul PHA is an independent agency that owns and operates affordable rental housing for low-income families and individuals throughout the City, with subsidies from the U.S. Department of Housing and Urban Development (HUD). The PHA provides approximately 4,273 affordable rental units in hi-rise buildings, townhomes, and scattered site single family and duplex homes. The PHA administers 5,242 Housing Choice Vouchers, paying over 45 million annually in federal rent subsidies to private owners who rent units to eligible families and individuals with very low incomes. Mission Statement: The PHA helps families and individuals with low incomes achieve greater stability and self-reliance by providing safe, affordable, quality housing and links to community services. Class Summary: Incumbent is responsible for supervising Housing Managers who are managing and coordinating PHA property, staff, and resident-related activities at the Agency’s public housing and multifamily housing program sites. Distinguishing Characteristics: The Resident Services Senior Manager is the third level in a three level Property Management series and is distinguished from other classes by its responsibility and accountability for managing and coordinating the property and resident-related activities of the Agency’s public housing and multifamily programs. Position Summary: Incumbent is responsible for supervising Housing Managers who are managing and coordinating PHA properties, staff and resident-related activities at the Agency’s public housing and multifamily programs; and development and implementation of resident safety and security such as ACOP and OIR. Duty: • Supervising professional staff and managerial work units by assigning, monitoring, and evaluating work; determining work loads of various positions and work units ensuring relevant PHA goals and standards are met according to Agency standards; providing direction, coaching and advice to managers in regard to their staff; setting goals; making recommendations on hiring, discipline, work plans and terminations; developing and recommending training; and maximizing team work to meet PHA goals and objectives., • Ensures that Housing Managers at sites enforce lease provisions and rules fairly and uniformly and initiate action appropriately to remove residents who do not comply with lease and rules, or take other action to obtain compliance with lease and rules including: review and approval for cause terminations and staff efforts to avoid termination, development of procedures and training to ensure consistent implementation of lease enforcement actions; advise staff on hearing and court proceedings and actions to restore property to the PHA., • Ensure that all hi-rises, family development sites and multifamily programs are maintained to PHA standards of property upkeep, appearance and safety., • Responsible for overall management of the scattered site homes portfolio. Will work with individual housing managers to assure that inspections are conducted on a timely basis and responsible for overall consistency in the application of housing and grounds standards that are considered acceptable. Recommend to the Assistant Resident Services Director disciplinary action for employees who incorrectly pass scattered site homes that are not acceptable. Will do quality control inspections on inspections done by others to assure consistency and accurateness. Work with Housing Managers to create a pool of the most qualified family residents to be placed on the waiting list to move into a scattered site. Work with the Rental Office on the waiting list process to ensure vacancies are filled as quickly as possible with qualified residents., • Provides guidance and direction to managerial staff in working with external organizations such as police department, other governmental entities, service providers and community organizations that operate within PHA properties; and with agencies, organizations, neighborhood groups, advocates and community issues outside of the PHA. Approves off-duty police officer service and pay and all requests for service provider and management staff key access to PHA residential properties., • Coordinates and facilitates interaction between Resident Services and all other Agency departments to achieve PHA goals and PHAS standards; assesses impact of policy and procedural changes on work units and other departments, assigns staff to interdepartmental task forces and work groups; ensures follow up on work group recommendations; and resolves problems that cannot be resolved at lower managerial levels., • Make recommendations for formulating, reviewing and revising policies and procedures in relationship to the Resident Services Department, in response to changes in operations, laws and HUD policy; ensures Resident Services staff are implementing policies uniformly; decides how and when to document the need for policy changes; and, develops and revises procedure manuals., • Assesses and responds to changes that affect the Agency and its residents to include: determining residents’ need for new or improved services, tracking changes in population and occupancy levels and management trends and initiating special management responses to serious issues such as crime., • Shares responsibility with the Assistant Resident Services Director for preparing, monitoring and operating within the Resident Services Department’s routine and non-routine budgets., • Ensures that all Community Centers are managed in a manner that maintains high standards of property upkeep, safety, maximizes use of space to best serve residents, and provides for changing needs of residents., • Oversees departmental compliance of contracting and purchasing activities., • Responsible for the overall management of the ACOP program including maintaining a positive and productive relationship with the Police Department officer in charge of the ACOP unit and ensures that the ACOP contract is being followed. Also supervises the PHA Security Programs Coordinator who is responsible for the Officer’s in Residence program, Off-Duty Police patrol, and ACOP., • Serves as Resident Services Department representative to the Hi-Rise President’s Council and City Wide Residents Council, including attending regular meetings, assuring that issues are communicated and concerns followed up on. Works with site staff and Resident Initiatives department staff to develop, monitor and oversee contracts and agreements between PHA and individual Councils, informs management staff of Presidents Council and City Wide efforts and issues., • Evaluates staff and residents’ personal safety and security issues, works with other PHA departments to facilitate safe working environments and training for staff., • Serve as PHA representative on internal and external committees and at meetings, informational sessions and workshops related to Resident Services and Agency activities., • Works with the Resident Services Assistant Director on required reports. Oversees accuracy and timeliness., • Resolves disputes and mediates conflicts between staff/departments, contractors and vendors., • Works with the Agency's Safety Committee and Human Resources department to minimize job related accidents and injuries to staff and residents., • Facilitate and works with the Housing Policy Director on the required Resident Advisory Board (RAB) meetings annually and Public Hearings., • Must abide by all Board approved policies, policies prohibiting discrimination and harassment, executive communications, administrative procedures and safety procedures established by the PHA., • Must travel to various PHA sites and other locations that are required by the nature of the work.
