Job Description POSITION SCOPE: Reporting directly to the Chief Executive Officer, the Vice President of Program Development provides strategic and operational leadership for the design, implementation, and evaluation of HDDC's community development programs while supporting the organization's evolution into a capital investment corporation. As a key member of the senior leadership team, this role drives programmatic strategy by translating mission-aligned priorities into scalable, high-impact initiatives that address community needs, deliver measurable outcomes, and support long-term sustainability. The VP integrates program development with capital deployment, partnerships, and investment-readiness efforts, and works closely with the CEO, Board, staff, funders, and community stakeholders to position HDDC as a credible, impact-driven community investment entity. ESSENTIAL DUTIES: • Provide senior leadership for the design, implementation, evaluation, and continuous improvement of community development programs aligned with HDDC's mission, strategic priorities, and long-term growth objectives., • Drive programmatic strategy by translating community needs and organizational priorities into scalable, outcome-driven initiatives that support measurable social and economic impact., • Partner with the CEO to support HDDC's evolution into a capital investment corporation, including aligning programs with capital deployment strategies, investment-readiness initiatives, and impact measurement frameworks., • Integrate program development with funding, partnerships, and community investment vehicles, including grants, program-related investments, loans, or other capital tools as appropriate., • Establish and monitor program performance metrics, outcomes, and impact indicators that meet funder, investor, and stakeholder expectations., • Collaborate with real estate, development, finance and accounting, and external partners to support fundraising, capital campaigns, and required reporting through strong program narratives, data, and compliance documentation., • Oversee program budgets and ensure effective stewardship of resources in compliance with grant, contract, and investment requirements., • Lead, mentor, and develop program staff, consultants, and partners, fostering a culture of accountability, collaboration, and equity-centered practice., • Build and maintain strategic relationships with community organizations, financial institutions, government agencies, philanthropic partners, and investors., • Ensure programmatic compliance with applicable laws, regulations, contracts, and organizational policies., • Represent HDDC in community forums, funder meetings, and investment-related discussions as appropriate., • Bachelor's degree in community development, public administration, nonprofit management, finance, or a related field required; master's degree preferred., • Minimum of 10 years of progressively responsible experience in program development, community development, impact investing, or related roles within nonprofit, CDFI, or mission-driven organizations., • Demonstrated experience designing, managing, and scaling programs with measurable community, economic, or social impact., • Working knowledge of community investment models, capital deployment strategies, and investment-readiness concepts; direct experience with lending or investment structures is strongly preferred., • Proven senior-level leadership and people management experience, including leading cross-functional teams., • Strong understanding of equity-centered community development and stakeholder engagement practices., • Experience working with grants, contracts, budgets, and compliance requirements; comfort operating in regulated or funder-driven environments., • Exceptional written and verbal communication skills, including the ability to translate complex program and impact data for boards, funders, investors, and community audiences., • Strong analytical, strategic thinking, and problem-solving skills, with the ability to align program execution with organizational growth and sustainability goals., • High level of professional judgment, discretion, and adaptability in a dynamic, evolving organizational context., • Ability to work in an office or hybrid environment with periodic travel to community sites, partner meetings, and external events., • Ability to sit, stand, walk, and use a computer and standard office equipment for extended periods., • Ability to lift and carry materials weighing up to approximately 20 pounds on an occasional basis., • Ability to manage multiple priorities, complex initiatives, and evolving organizational demands in a fast-paced environment., • Ability to exercise sound judgment, maintain confidentiality, and navigate complex interpersonal and stakeholder dynamics with professionalism and emotional intelligence.
