Purpose of Job: Fostering Hub Programme Manager \n \n The Royal Borough of Greenwich is the lead borough for the development and delivery of a SouthEast London Fostering Hub service on behalf of multiple local authorities in South-East London. Please note that the partners are currently subject to confirmation so will be shared once local authorities confirm their express commitment to the new partnership. \n \n The five boroughs care for 20% of London’s looked after population. Foster carers provide essential, loving, and stable homes for many of these children however, the fostering system is under significant strain, with national declines in approved carers. The Government's Renewing Fostering policy has set a target to create 10,000 new foster places by April 2029 and has called for enhanced regional collaboration. \n \n South-East London is embarking on an ambitious programme to develop an end-to-end subregional foster carer recruitment pathway. The role will help build a scalable internal legal capability: creating clear routes for legal review, improving contract guardrails and playbooks, strengthening contractual standards and bringing legal insight earlier into client pursuits, bids and negotiations. The role will sit within Business Services and work closely with fee-earners, the Head of Risk, the bid team, IT and external counsel to improve how the firm reviews, negotiates and manages legal and contractual risk. Role Overview Reporting to the Head of Risk, the Commercial Counsel will provide practical, commercially focused legal support on the firm’s agreements with clients, whether on Montagu Evans standard terms or client-side terms. The role will establish a clear legal triage model, review and sign-off guardrails, and standard positions so that contractual matters are handled at the right level based on value, risk, complexity and strategic importance. If you can evidence the competence to deliver all or most of the responsibilities below, we would like to talk to you. • Complete Fire Risk Assessments (to include residential Type 1 to Type 4), including intrusive assessments and construction-phase FRAs, in line with PAS 79, BS 9792and applicable guidance;, • Carry out site surveys in support of Fire Risk Appraisal of External Walls (FRAEW) works under PAS 9980, gathering the evidence needed to support appraisal and remediation decisions;, • Undertake compartmentation surveys, identifying and reporting on breaches, deficiencies and remedial priorities;, • Support external wall remediation projects, including survey work, opening-up strategies, specification input and monitoring of remedial works;, • Conduct RIBA Stage 5 inspections on new build projects, reporting on compliance against the approved fire strategy and design intent;, • Produce fire safety technical notes, survey reports and remediation recommendations that are clear, evidence-based and appropriate to the audience;, • Apply a working understanding of fire engineering principles in support of design and consultancy works, including ADB, BS 9991, BS 9999 and relevant HTM guidance;, • Interpret and apply the requirements of the Building Safety Act 2022, the Fire Safety (England) Regulations 2022 and the Regulatory Reform (Fire Safety) Order 2005 to client portfolios;, • Act as a checker on reports as part of our three-stage internal review process, and conduct peer reviews;, • Provide support to junior surveyors and assessors and encourage their development; you may be assigned as a buddy to a graduate or trainee colleague and would be expected to check in with them monthly on progress;, • Brief, oversee and quality-check the work of trusted sub-contractors engaged on your instructions, ensuring they are competent, properly resourced and delivering to Axion’s standards;, • Act as a primary point of contact for clients on assigned instructions, attending client and design team meetings in person or remotely;, • Ensure consistency in technical quality, record-keeping and communication with clients, including accurate and timely use of our compliance platforms;, • Work within your level of competence at all times, escalating matters that fall outside it;, • Maintain a CPD log with an aim to become a member of your desired institution or chartered (IFE, RICS, CABE, CIOB etc.)., • RICS Level 6 in External Walls, or equivalent demonstrable FRAEW competence;, • Experience delivering large-scale compliance programmes for housing associations, local authorities or building stock managers;, • Experience of higher-risk buildings and the gateway process under the Building Safety Act 2022;, • Familiarity with the golden thread and digital information management for building safety;, • Fire door inspection and asset survey experience (e.g. FDIS or equivalent);, • A competent fire risk assessor, • Project management experience — the ability to run instructions and programmes end to end, acting as primary client contact, managing fee, programme and scope on assigned projects;, • Experience mentoring, checking or supervising other surveyors;, • Attending client events and contributing to business development., • Excellent attention to detail and analytical thinking;, • Strong report-writing skills, with the ability to evidence findings and justify recommendations;, • Strong communication and interpersonal skills, including with residents and building occupants on site;, • Ability to work independently and manage your own diary across multiple sites;, • Proactive approach to problem-solving and technical challenges;, • Commitment to professional development and continuing education;, • Strong time management and ability to manage multiple projects concurrently;, • Sound judgement in knowing when to elevate and when to decide;, • A personable, down-to-earth manner with colleagues, clients and the residents you meet on site. The balance will flex with the demands of live instructions: some weeks will be heavily site-based, others largely desk-based for reporting and review. Travel to client sites is a core part of the role and business travel and expenses are covered.
