Job Description SUMMARY OF MAJOR FUNCTIONS: The Clinical Supervisor manages effective clinical service delivery for consumers in residential and outpatient settings. The Clinical Supervisor is responsible for the supervision of all clinical services for persons served, including supervision of clinical staff (counselors), timely reviews and approvals of all clinical documentation for services, support of quality processes, and coordination of services for substance use disorder and mental health. This position reports to the CCO. DUTIES AND RESPONSIBILITIES: Staffing of Clinical Services: • Responsible for ensuring that all scheduled mental health clinical services (e.g., therapy groups, didactics, etc.) are staffed adequately each day, • Available to provide backfill support as needed, • Continuously monitor census roster; adjust caseloads and caseload assignments as needed, • Continuously monitor admission and discharge reports; alert administration about any concerns noted, • Collaborates with the Manager – Fidelity, Training, and Interns to ensure placement and support of interns Clinical Supervision Services: • Participates in the review of clinical issues and program policies and procedures., • Consult with Managers, Counselors, and related professional and paraprofessional staff, as appropriate, in the performance of therapeutic and/or casework; to include appropriate referral for services as required, • Conduct and document performance reviews for every clinical staff (90 days of hire and biyearly. Reviews are required annually on the anniversary date of hire), • Identifies training opportunities for clinical staff; coordinates with the Manager – Fidelity, Training, Interns, and the CCO to have training needs met either internally or externally, • Participates in case conferences, mid-treatment reviews, utilization reviews, etc., as needed or requested. Quality Maintenance of Direct Clinical Services: • Conduct and document Group Fidelity checks (monthly) of group counseling sessions and didactics, including providing feedback during supervision, • Conduct and document Supervision (one-to-one) for clinical staff in accordance with the Quality Assurance Program Plan (QAPP) o Weekly for all clinical staff weekly within the first 90 days of hire o Monthly for clinical staff with an MCBAP developmental plan o Monthly for licensed, credentialed, and/or master’s level clinical staff • Conduct and document Direct Observation / Live Supervision for all clinical staff that provide direct services (individual and/or group counseling) o All clinical staff will be observed weekly within the first 90 days of hire o Clinical staff with an MCBAP developmental plan will be observed quarterly o Licensed, credentialed, and/or master’s level clinical staff will be observed semi-annually • Supports QAPP training as necessary, • Aids accomplishment of performance indicators, outcome measures, and data tracking for quality improvement, • Collaborate closely with the Quality Assurance Manager and CCO to resolve issues concerning the agency’s QAPP Quality Maintenance of Clinical Service Documentation: • Track that when consumers are discharged from programs a discharge summary and closing out of charts are done within 3 business days after the consumer discharge date, • Participates in all agency audits (external) as needed Additional Responsibilities: • Maintain incident reporting as required by EHI Policy and Procedures and governing and accrediting authorities, • Give clinically appropriate consequences to all incidents, • Providing positive reinforcements for all programming, • Provide weekly monitoring of treatment planning, reviews/adjustments of treatment planning, discharge planning, etc., • Facilitate positive staff morale by leading by example, cultivating a culture of collaboration and support, mutual respect, open communication, and integrity, • Collaborate with CCO to achieve key performance goals, tasks, and responsibilities, and continuously seek efficiencies in program operation, • Must be available 24 x 7 for coverage of unexpected clinical emergencies, and provide clinical direction to Residents Aids telephone calls, • Ensures that drug screens are conducted correctly and in a timely manner, responsible for final approval of drug screen records, statistics, and reports, • Responsible for final approval of written communication (e.g., absconder reports, etc.) with Criminal Justice Personnel (e.g., Probation and Parole Officers), • Identifies opportunities for quality processes and workflows, • Supports onboarding training and supervision for newly hired clinical staff for at least the first 90 days (probation period) as needed and as directed by the CCO, • Participate in regulatory meetings and all agency, unit, team, and individual meetings as requested, • Supports and adheres to the rules and regulations of EHI, regulatory and accrediting bodies, • Fosters positive relationships with community partners, stakeholders, etc. to enhance the organization's reputation and broaden its reach, • Implements other duties or procedures as requested by the CCO and executive leadership MINIMUM REQUIREMENTS – EDUCATION AND EXPERIENCE • Master’s degree in health or human services, or behavioral science and a full license is required. Initiates corrective actions as needed., • Serves as the primary liaison between the Airport and on-site management and the local operation and Corporate offices in Chicago and Nashville., • Leads weekly phone calls/meetings with client to report on finances, operations and on-going projects/strategies., • Coordinates and manages routine maintenance projects as well as special projects related to facility improvements., • Supervises the work of sub-contractors to ensure that work is done properly and per the contract., • Coordinates facility openings/closings and determines staffing requirements to accommodate work being done while ensuring desired service levels., • Interacts with customers as needed to answer questions, investigate complaints/violations and resolve problems., • Monitor office audits of daily cashier reports to ensure that proper sales totals are reported and recorded on time and to maintain security vigilance over possible employee theft and/or inefficiencies., • Monitor and review all damage claims in order to assign responsibility for damages. Recommend and implement plans or programs to improve safety of operations to prevent the occurrence or reoccurrence of similar claims. The aforementioned are the essential functions of this job. Qualifications Required Education: Bachelor’s Degree strongly preferred. Work Experience: A minimum of two years management experience, preferably at a large, dynamic parking installation. Previous airport, customer service and union experience are highly recommended. Computer Skills: Position requires basic working knowledge of Microsoft Office applications. Equipment Used: Personal computers, monitoring cameras, telephones, two-way radios, printers and copiers, automobile, golf cart. License Requirement: Must possess a valid state-issued driver’s license with a current address and acceptable driving record. Other Requirements: All employees must be able to obtain and maintain an Airport issued (FBI clearance) badge. Key Skills: Must be able to interact constructively with employees, management, clients, and vendors, evaluate situations, set priorities and respond to issues in a timely manner. While performing the duties of this job, the employee is regularly required to travel (i.e. up to 50% of time) between and within various facilities at the airport to respond to employee, equipment and customer issues in a timely manner; however, the majority of tasks will be performed in an office setting from a sitting position. Resolving equipment issues may involve bending, stretching and some manual dexterity. The employee will be expected to frequently lift objects weighing up to 10 pounds and may occasionally have to lift/move objects weighing up to 25 pounds. Incumbent must be able to communicate verbally to dispatch personnel as required, provide instruction to direct reports and subcontracts, as well as resolve customer issues. The employee is required to work outside in varying weather conditions (e.g. cold, rainy, snowy, harsh, hot, humid), plus be exposed to fumes and noise from automobile traffic.
