For more information, please visit us at Security Clearance Requirement: Current Secret (at a minimum) Location: This position is open in Herndon, VA; The Colony, TX, or another US-based location Travel: Not geo-specific, anticipated up to 50% (depending on corporate/client engagement requirements) Position Description Oceus is seeking a skilled Program Manager (PM) to join our dynamic team. The Program Manager will support Lab and R&D System Solutions and Private 5G Communications across multiple programs and customers. The PM will lead the execution of relatively small technical projects or specific segments of larger programs, ensuring alignment with contract requirements, company policies, and best practices. This role oversees all project phases, from concept to implementation, acting as the central point of contact for clients and internal teams. The PM will play a vital role in technical leadership, supporting follow-on business, and contributing to new business development by leading smaller proposals or assisting with major opportunities. Qualified candidates will have demonstrated expertise to interface with company leadership, customers, and cross-functional teams to ensure successful project outcomes. This position requires a strong understanding of communications concepts and protocols, including information assurance, network security, cellular technology, RF design, engineering design and adaptation, solutions integration, testing, and optimization and the ability to communicate with technical and non-technical team resources. Duties and Responsibilities: • Key responsibilities include managing budgets, schedules, procurement, resources, scope, and contract deliverables., • Direct and oversee all support resources to ensure successful project execution., • Manage the technical direction of projects, including design, implementation, and testing, to meet project objectives., • Define project scope, develop work plans, schedules, estimates, and resource allocation, and provide regular status reports., • Lead project meetings, track progress, analyze outcomes, and ensure adherence to quality standards and project deliverables., • Coordinate vendor integration, manage vendor deliverables, and supervise subcontractor collaboration (e.g., equipment providers, engineers, installers)., • Provide technical and analytical guidance to project teams, directing problem analysis and solution development., • Develop and implement technical systems aligned with job-specific requirements, ensuring all systems meet defined specifications., • Prepare and approve Standard Operating Procedures, protocols, and other technical documentation., • Oversee budget management, sales/marketing plans, and other strategic tools as required., • Interface with key stakeholders, including end users, IT services, and client services, to ensure comprehensive project impact., • Apply project management best practices, tools, and methodologies to all facets of program management., • Supervise and coordinate staff, providing leadership and conducting performance evaluations, salary reviews, and policy enforcement., • Estimate staffing needs, assign work, and recommend employment decisions, including hiring and terminations., • Manage experienced professionals with significant independence, often leading multiple projects or a small department., • Evaluate methods, recommend procedural changes, and oversee implementation across assigned areas of responsibility., • U.S. Citizenship, • Current secret security clearance (at a minimum), • Valid driver's license, • Current U.S. Passport, • 10-12 years of related experience with a bachelor’s degree or 6-8 years of related experience with a master’s degree, • Equivalent years of related experience will be considered in lieu of a degree, • 4+ years of overall experience in a supervisory or leadership role supporting lifecycle management including continuous build and sustainment for upgrades, operations, and maintenance of hardware, • Project Management Professional PMP® certification, • Extensive experience leading technical teams in development, integration, and deployment projects, • Hands-on experience supporting DoD programs, particularly in Business or Project Management roles within government environments, • Experience working in technical environments running lab systems through graduation to live scenarios with a strong understanding of control variables in the environment, • Customer-focused and experience working on-site with a technically astute customer, • Experience working with vendors including executing and managing Purchase Order agreements, • Experience managing work baselines and schedules and communicating progress to leadership, • Ability to work independently, demonstrating initiative and problem-solving skills, • Excellent written and verbal communication skills, • Ability to convey complex technical information clearly, • Technical expertise working with RF systems engineering and telecommunications for a cellular environment is preferred, • Experience working with major telecommunications manufacturer(s) is highly desired, • Professional experience managing complex system of systems products to include developing or integrating, fielding, and supporting technology products.
