As we prepare for a transformative BEAD-funded fiber expansion in Nevada and beyond, we are building an elite leadership team capable of executing one of the most significant broadband infrastructure projects in our history. We are seeking a strategic, execution-driven Vice President of Construction & Engineering to lead all engineering, permitting, construction, and deployment functions for our multi-year BEAD fiber buildout. Position Overview The Vice President of Construction & Engineering is a senior executive responsible for leading the planning, engineering, construction, and delivery of Stimulus Technologies BEAD-funded broadband infrastructure projects. This role will oversee all outside plant (OSP) engineering, fiber construction, permitting, contractor management, materials management, QA/QC, and safety compliance. This leader will build and scale teams, systems, and processes that ensure Stimulus delivers BEAD network deployments on time, on budget, and in compliance with federal, state, and local regulatory requirements. You will collaborate closely with the CEO, CFO, President/COO, ISP GM, and Engineering teams to ensure accuracy of cost modeling, adherence to BEAD compliance requirements, and execution excellence across all phases of deployment. Key Responsibilities Strategic Leadership & BEAD Program Execution • Lead all engineering and construction operations for the BEAD fiber deployment across Nevada and multi-state territories., • Build and execute a multi-year construction roadmap aligned with BEAD milestones, NTIA requirements, and Stimulus operational capabilities., • Collaborate with executive leadership to defend and refine cost modeling, including the $435+ million BEAD estimate and related capital planning., • Oversee OSP engineering, fiber design, field surveys, make-ready engineering, and permitting processes., • Direct internal and external engineering resources to produce accurate construction drawings, fiber routes, splicing plans, and as-builts., • Oversee and manage a team of construction managers to execute all phases of fiber construction, including aerial, underground, trenching, boring, make-ready, and node builds., • Build workforce and contractor strategies that meet BEAD hiring requirements, including outreach to underrepresented groups and local workforce development partners., • Manage construction budgets, vendor contracts, purchasing, and material forecasting, in coordination with the CFO and procurement teams., • Ensure projects are delivered on-time and within budget, with strong cost-control mechanisms., • Build and lead construction, engineering, and project management teams capable of supporting a large-scale multi-year fiber expansion., • Create scalable systems for scheduling, performance tracking, and operational excellence., • Maintain Stimulus perfect 30-year safety record and enforce strict environmental, OSHA, and local construction guidelines., • Implement quality assurance and quality control systems across engineering and construction operations., • Maintain documentation for FCC, NTIA, state broadband offices, and other required filings. Required Qualifications • 10+ years of experience leading broadband, fiber, telecommunications, or utility construction projects., • 5+ years in a senior leadership role (Director, VP, SVP, or equivalent) overseeing multi-disciplinary engineering and construction teams., • Demonstrated experience delivering large-scale fiber network deployments of $50M+ scope., • Deep understanding of OSP engineering, permitting, fiber construction methodologies, network architecture, and utility coordination., • Experience with federal or state-funded telecom projects strongly preferred (CAF, RDOF, ReConnect, ARPA, etc.)., • Proven ability to build organizational structure, hire teams, and lead complex multi-year projects., • Strong financial acumen and experience working with CFOs, auditors, and external financial partners., • Exceptional communication skills, with the ability to present to investors, state agencies, and senior executives., • Demonstrated success in building strong vendor, contractor, and workforce development partnerships. Preferred Qualifications • Professional Engineer license or equivalent technical credentials., • Experience working with GIS and fiber design software., • Experience managing construction in diverse environments (rural, urban, aerial, underground)., • Familiarity with NIST-based security and compliance frameworks for broadband., • Experience supporting federal and state reporting and compliance processes.
