Qualifications • Program Management experience managing multiple large complex projects (Required, 5+ years), • Experience creating and/or managing product roadmaps (Required, 5+ years), • Proven track record of delivering IT projects within budget, scope and schedule (Required, 5+ years), • Objective decision-making based on strategic objectives, priority, business performance analysis, and resource availability (Required, 5+ years), • Hands-on experience managing project risk, cost, schedule, quality, testing, and communications (Required, 5+ years), • Strong supervision, organizational, interpersonal and time management skills (Required, 5+ years), • Demonstrated presentation, training, and oral/written communication skills (Required, 5+ years), • Solid experience with project management tools (e.g., Microsoft Project) (Required, 5+ years), • Experience with MS Office (Word, Excel, PowerPoint) (Required, 5+ years), • Strong organization and analytical thinking; experience preparing project plans for complex business needs (Required, 5+ years), • Excellent communication at all job levels; ability to produce legible reports (Required, 5+ years), • Experience with Agile methodologies (Highly desired), • PMI Project Management Professional (PMP) certification (Desired), • Experience with Cloud technologies and SaaS applications (Desired), • Experience collaborating with Federal, State and Local Government (Highly desired), • Experience managing statewide IT project implementations (Desired), • Experience establishing governance models for IT modernization (Desired), • Experience with Child Welfare Information Systems implementations (Highly desired) About DHHS – Position Overview • The NC Department of Health and Human Services (DHHS) seeks an experienced program manager to lead the Child Welfare Information System (CWIS) modernization initiative., • The lead will work with multiple internal and external stakeholders, project teams, divisions, departments, and vendors to strategize, implement, and maintain CWIS modernization., • The role interacts with all levels of DHHS staff, including executive leadership, and aims to align projects with the department's IT roadmap and goals. Responsibilities • Single point of DHHS accountability for design, development, and implementation of the new Child Welfare Services Information System., • Ensure vendor responsibilities and deliverables are fulfilled per contracts., • Coordinate and ensure all DHHS deliverables and tasks across program, practice, product, project management, training/readiness, technical, and security teams are completed., • Enable and manage optimized governance of the Child Welfare Practice & Technology Program (CWP&T)., • Provide leadership to remove obstacles, risks, and issues; ensure teams have tools and guidance to deliver key outcomes., • Partner with Product Executive and CWP&T ELT to communicate program goals, objectives, and potential outcomes., • Lead regular interactions with executives and governance committees to maintain relationships and a shared vision for program outcomes., • Evaluate projects from an enterprise perspective, ensuring alignment with business needs, IT roadmap, architecture, security standards, controls, and IT methodology., • Establish leadership and standards to facilitate cloud computing in support of DHHS strategy., • Lead cross-functional project teams and workgroups; build and maintain relationships with stakeholders and IT leaders., • Assist in developing policies, standards, and guidelines for IT within the enterprise., • Research and present ideas for system and process improvements; develop business cases and cost-benefit analyses for prioritized initiatives., • Manage multiple vendor onboarding efforts and coordinate requirements from cross-functional teams and vendors., • Identify risks and opportunities across multiple projects; manage budget and resource allocations for the CWP&T program., • Collaborate with the State DIT to ensure program compliance with the State IT Roadmap and privacy/security requirements. Skills & Experience • Results-oriented with strong leadership, negotiation, time management, facilitation, and organizational skills., • Experience managing a portfolio of projects at different stages with varying timelines and priorities., • Strong written and verbal communication; ability to tailor messaging to the audience., • Ability to acquire and utilize resources within cost/time/quality constraints for a program., • Experience proposing and leading strategic initiatives., • Ability to identify root causes and implement corrective actions to improve system quality., • Ability to guide IT projects through program definition, management, repeatability, and measurement., • Ability to build, influence, lead, and motivate effective teams toward results. Management Preferences • PgMP Certification (preferred), • Experience supervising programs involving cloud infrastructure and application modernization, • Experience collaborating with State and Local Government, • Experience in complex, cross-functional team environments, • Knowledge of Child Welfare Information Systems or similar case management systems
