Job DescriptionDescription: SFP Program Manager Department: Operations - Strengthening Families Program Reports To: Director of Program Operations FLSA: Part-Time/Non-Exempt Position Summary The Program Manager of the Strengthening Families Program (SFP) provides strategic leadership, oversight, and accountability for the statewide implementation and operation of the program. This role ensures that the program is delivered with high quality, aligns with agency goals, and meets performance and compliance standards. The Program Manager will supervise the Regional Supervisor(s), who will lead a team of Lead Site Coordinators across multiple counties. The Program Manager will drive the strategic direction, expansion, and continuous improvement of the program, ensuring that resources, processes, and outcomes are optimized. Scope: The Program Manager will oversee the program’s implementation and growth in counties including but not limited to York, Richland, Sumter, Lexington, and additional areas as required. The Program Manager will manage the Regional Supervisor(s) and provide guidance to Lead Site Coordinators, ensuring fidelity and consistency in service delivery across all sites. Essential Duties and Responsibilities Program Leadership & Oversight • Lead the statewide implementation of the Strengthening Families Program, ensuring fidelity to evidence-based models and principles across all sites., • Establish and monitor program goals, metrics, and performance indicators to ensure that program outcomes align with agency objectives and contractual obligations., • Supervise the Regional Supervisor(s), providing leadership and direction to ensure effective management and coordination of site operations., • Directly supervise the Regional Supervisor(s), empowering them to effectively manage the Lead Site Coordinators., • Foster a high-performance culture within the team through coaching, training, and professional development., • Oversee the recruitment, hiring, and retention of staff at all levels, ensuring alignment with program goals and organizational values., • Oversee daily program operations across all sites, ensuring that each site is well-prepared to deliver services, including logistics such as meal planning, childcare, materials preparation, and communication with participants., • Ensure adherence to budgets by overseeing procurement of program supplies and incentives, and monitoring expenditures across multiple sites., • Ensure program fidelity by monitoring and evaluating the delivery of services across all sites., • Lead regular check-ins and debriefing sessions with the Regional Supervisor(s) and Site Coordinators to address challenges, uphold program quality, and ensure the ongoing alignment with the program model., • Serve as the primary representative for the Strengthening Families Program at Children’s Trust meetings and other relevant forums, advocating for the program’s growth and sustainability., • Build and maintain strong relationships with key community stakeholders, including partners, funders, and local agencies, to ensure the program’s success and long-term viability., • Drive the strategic direction of the program, identifying opportunities for program expansion, new funding sources, and innovative approaches to service delivery., • Provide strategic guidance to the Regional Supervisor(s) and Site Coordinators to ensure alignment with long-term program goals., • Ensure compliance with all organizational policies, program standards, and external regulations, including monitoring staff performance and delivering quality services., • Supervise the Regional Supervisor(s) in tracking program data and ensuring timely reporting to stakeholders, including funders and regulatory bodies., • Address issues related to participant recruitment, retention, and program completion, ensuring that each program cycle meets or exceeds contractual requirements., • Ensure that all external stakeholders, including community partners and facilitators, meet the required training standards set by the Strengthening Families Program, Children’s Trust, and other funding or regulatory bodies., • Coordinate and monitor the completion of mandatory training for all Site Coordinators, Regional Supervisor(s), and other internal staff to meet GHSE’s internal training requirements., • Ensure that new staff receive appropriate orientation and training upon hire, and that existing staff have access to ongoing professional development opportunities., • Collaborate with Human Resources and other internal departments to ensure timely completion of training and certification for all relevant staff and stakeholders., • Perform other duties as assigned by the Program Manager of Program Operations to ensure the overall success of the program., • Oversee the accuracy and timely submission of timecards for all direct reports, including the Regional Supervisor(s) and Site Coordinators, ensuring compliance with agency policies and procedures., • Approve timecards and leave requests, ensuring that all personnel follow proper protocols and that staffing needs are met at all times. Supervisory Responsibilities The Program Manager of Strengthening Families supervises the Regional Supervisor(s). Minimum Qualifications (Knowledge, Skills, and Abilities) • Education: A Bachelor’s degree in Social Work, Public Administration, Education, or a related field. A Master’s degree is preferred., • Experience:, • Minimum of 5 years of experience in program management or leadership roles, including at least 3 years in a supervisory or manager-level position., • Proven experience in overseeing large, complex, community-based programs and leading teams across multiple sites., • Strong background in evidence-based program implementation, staff management, and community engagement., • Experience in budget management, program evaluation, and compliance monitoring., • Skills:, • Strong leadership and interpersonal skills, with the ability to build and manage high-performing teams., • Ability to provide strategic direction and solve complex problems in a dynamic, multi-site environment., • Excellent organizational, communication, and project management skills., • Proficient in program evaluation, data analysis, and performance reporting., • Financial acumen and experience managing budgets and program resources., • Familiarity with training programs and certification requirements for both internal staff and external stakeholders., • Other:, • Ability to travel as needed to program sites, including occasional overnight travel., • Strong ability to work independently and as part of a collaborative leadership team.
