Job DescriptionJob Title: Safety Manager Job Description The Safety Manager oversees site-wide environmental, health, and safety (EHS) programs to ensure full compliance with federal, state, and local regulations. This role develops and maintains safety and environmental plans, leads safety training and certification efforts, and serves as the primary point of contact for safety and environmental compliance. The Safety Manager supports large, complex facility operations over a multi-year contract and plays a key role in protecting employees, subcontractors, and the environment while supporting mission-critical activities. Responsibilities • Manage site-wide environmental, health, and safety (EHS) programs in alignment with all applicable federal, state, and local regulations., • Develop, implement, and maintain the Safety Plan, Environmental Compliance Plan, Job Hazard Analyses (JHAs), and comprehensive safety training programs., • Oversee hazardous waste handling, storage, and disposal in accordance with 40 CFR 265.16 and applicable EPA standards., • Conduct routine facility safety inspections, environmental audits, and risk assessments across maintenance, custodial, grounds, and warehouse operations., • Coordinate, track, and maintain staff certifications in OSHA programs, including the 30-hour OSHA Outreach Training Program, confined space entry, fall protection, personal protective equipment (PPE), and spill response procedures., • Remain available by phone 24/7 and serve as the primary point of contact for safety and environmental compliance during audits, incidents, and regulatory reviews., • Investigate accidents and near-miss incidents; lead root cause analyses and implement corrective and preventive actions., • Maintain and update MSDS/SDS libraries, waste manifests, inspection records, and other compliance documentation., • Plan, lead, and document safety briefings, toolbox talks, and emergency preparedness drills for staff and subcontractors., • Maintain accurate records of staff schedules, inspection reports, and supply usage to support compliance and operational efficiency., • Ensure accurate timekeeping by entering hours promptly into timecard and Costpoint systems in accordance with company and contract requirements., • Monitor and manage employee timekeeping to ensure accurate, timely entry, validation, and approval of labor hours in timecard and Costpoint systems., • Supervise and manage assigned personnel, including conducting performance evaluations and coordinating onboarding activities., • Ensure all assigned staff complete required training and certifications and remain in compliance with organizational and contract requirements., • Provide ongoing coaching, guidance, and performance feedback to staff, and identify training needs to strengthen safety performance., • Provide timely and accurate purchase reconciliation information, including proper cost codes and supporting documentation, on a weekly basis in line with company financial procedures., • Prepare and submit required reporting to management for government deliverables and invoicing, as applicable., • Support project management, construction management, facilities maintenance, and facilities support activities with strong safety and environmental oversight.Essential Skills, • At least five (5) years of recent experience managing environmental, health, and safety programs in a federal, military, or large-scale facilities operations environment., • Completed hazardous waste management training in accordance with 40 CFR 265.16, or the ability to obtain this training within 90 days of hire and maintain it annually., • Demonstrated knowledge of OSHA, EPA, NFPA, and DHEC requirements as they relate to facilities operations and support services., • Experience conducting incident investigations, safety audits, environmental reporting, and regulatory inspections., • Proficiency in Microsoft Office with the ability to maintain digital compliance records and safety data., • Strong communication skills with the ability to train staff and document safety programs and activities effectively., • Proven capability in project management, construction management, facilities maintenance management, and facilities support.Additional Skills & Qualifications, • Professional safety or environmental certification preferred, such as OSHA 30, CHMM, CSP, CSHO, HAZWOPER, or similar credentials., • Experience supporting multi-year contracts and multiple operational sites., • Strong organizational skills with attention to detail in recordkeeping, reporting, and documentation., • Ability to supervise and mentor staff, provide performance feedback, and foster a strong safety culture., • Comfort working as the primary point of contact for regulatory agencies, auditors, and internal stakeholders.Work Environment This position provides on-site project support at facilities including FLETC and NWS, working closely with maintenance, custodial, grounds, and warehouse teams in an operational facilities environment. The role requires regular presence in active facility and field settings, including areas where hazardous materials, heavy equipment, and ongoing maintenance or construction activities are present. The Safety Manager must be reachable by phone 24/7 to respond to incidents, audits, or regulatory reviews. Work involves frequent facility inspections, safety briefings, and coordination with staff and subcontractors across multiple locations. Standard office technology, including Microsoft Office and digital compliance systems, is used extensively for documentation, reporting, and timekeeping through timecard and Costpoint systems. Job Type & Location This is a Contract to Hire position based out of North Charleston, SC. Pay and Benefits The pay range for this position is $45.00 - $50.00/hr.
