Job DescriptionDescription: OCH Technologies is seeking an experienced Application Developer to design, develop, enhance, debug, and implement software using Agile software development methodology. Location Alexandria, VA Core Responsibilities & Duties • Designs, develops, enhances, debugs, and implements software using Agile software development methodology., • Troubleshoots production problems related to software applications., • Researches, tests, builds, and coordinates the conversion and/or integration of new products based on client requirements., • Designs and develops new software products or major enhancements to existing software., • Addresses problems of systems integration, compatibility, and multiple platforms., • Consults with project teams and end users to identify application requirements., • Performs feasibility analysis on potential future projects to management., • Assists in the evaluation and recommendation of application software packages, application integration and testing tools., • Resolves problems with software and responds to suggestions for improvements and enhancements., • Acts as task leader on projects., • Instructs, assigns, directs, and checks the work of other software developers on the development team. Agile development • Utilize Agile development methodologies., • Review and begin initial troubleshooting of newly assigned CSAS trouble tickets within 3 hours of being notified by the CGFIXIT work order management tool during core business hours. Anticipate 2-3 trouble tickets being received in a week., • Review and begin initial troubleshooting of newly assigned CSAS trouble tickets within 24 hours of being notified by the CGFIXIT work order management tool outside of core business hours., • Anticipate 3-4 trouble tickets a year that require emergency assistance outside core business hours., • Troubleshoot new trouble tickets and provide a rough estimate of the time required to resolve the issue by the close of the next business day to the CSAS government team for prioritization., • Initiate action to resolve trouble tickets in accordance with the prioritization provided by the CSAS government team., • Contact unit (i.e., COMMCOM) as needed to obtain additional information or clarification of any reported CSAS problems., • Document the corrective action taken in the trouble ticket system within 3 working days of rectifying the trouble ticket. develop, maintain, and update on-line “Help” files for fielded version of CSAS for CSAS users and Tier I technicians to facilitate training and unit troubleshooting., • Triage and assist in assigning priority and implement required security and cyber patches., • Provide an After Action (i.e., Trip) report after each site visit within 5 business days of return. The report should include names of unit personnel that contractor met with, requirement requests and shortfalls, work accomplished, problems encountered, recommendations, and any other significant issues., • Provide technical expertise on CSAS in meetings and teleconferences as required., • Provide CSAS software and technical information as necessary to assist the CSAS Product Owner and Product Engineer with the for the DoD Assessment and Authorization (A&A) process., • Assist the Product Owner and Product Engineer in prioritizing Program Backlog and Team Backlog as required, • Travel to CSAS sites as necessary to install new CSAS versions, conduct System Operation Verification Tests (SOVTs), and conduct training to operators and technicians, including training of users on different shifts, etc. Anticipate one or two new versions being deployed a year., • Perform all software development and shall conduct Engineering and other tests on newly developed software to ensure new software meets test criteria., • Deliver source code and provide a standard set of documentation with each software delivery within 30 days of installation of new version. Documentation to include Release Notes that include:, • Description of features implemented, • Description of defects corrected with relevant identification numbers, • Data model changes and dependencies required for installation, • Known issues related to new delivery, • Change proposals for next Release and the effect of each change on system, • operation and interfaces with other hardware and software installation procedures, • Test procedures and results (Procedures for determining whether the version has been installed properly), • Provide a bi-weekly report to the COR of Contractor’s progress and actions during the period. As a minimum, the report should include the following information:, • Corrective maintenance tasks assigned and completed during the period, including the estimated or actual hours to correct, • New Tasks/items added to Program Backlog for government review and approval, • Documents submitted and pending government approval, • Recommendations for additional hardware for CSAS Mockup or software required for development., • Contractor issues, concerns, and recommendations, • Issues, risks, concerns requiring Government action and/or intervention, • Activities and estimated completion percentage towards new software increment version, • Agile metrics, • Typical attendees should include Contractor, COR, Government product owner and product engineer, ISSO, and contracting officer, • Provide expertise and identify opportunities to reengineer/modernize all or part of CSAS as appropriate, including migrating CSAS to using a network of remote servers hosted on the Coast Guard Network or government network to store, manage, and process data, rather than a local server or a workstation (i.e., Cloud Computing). Anticipate re-engineering CSAS during the period of this contract to:, • Leverage emerging “cloud” services,, • Incorporate new hardware, software, and methodologies,, • Ensure compliance with constantly changing Cyber Security mandates, • Ensure compliance with changing or new operational requirements Minimum Qualifications Education Bachelor’s degree in computer science, Engineering, Math, Science or related field. Experience Minimum of eight (8) years’ experience with applications development using programming languages (e.g. Rails, Oracle, SQL, MySQL, .NET, and Java etc.). Security Clearance Requirement Candidate must have an active Secret clearance. Licenses/Certifications Candidate must have an active Certified Information System Security Professional (CISSP) or equivalent certification. Other Required Skills and Abilities • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract., • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
