Job DescriptionJob Title: General Superintendent (Civil / Site Development) Job Description The General Superintendent oversees all field operations across multiple civil and site development projects, ensuring that work is completed safely, efficiently, and in accordance with schedule, budget, and quality expectations. This role leads Superintendents, Foremen, and field crews, coordinating equipment, materials, and subcontractors to deliver grading, utilities, stormwater, roadwork, and earthwork projects successfully. The position requires a hands-on leader who can balance multi-project demands, drive production, and maintain strong relationships with internal teams, owners, inspectors, and municipalities. Responsibilities • Oversee field execution across multiple civil and site development projects, including grading, utilities, stormwater systems, roadwork, and earthwork., • Lead and manage Superintendents, Foremen, and field personnel across all active job sites, providing clear direction and support., • Develop, maintain, and enforce detailed project schedules, sequencing plans, and manpower allocation strategies., • Coordinate equipment, crews, and materials across multiple job sites to maximize efficiency and minimize downtime., • Ensure all projects are delivered on time, within budget, and in compliance with required quality standards and specifications., • Enforce strict adherence to safety procedures and regulatory requirements, including OSHA, DOT, environmental, and other applicable standards., • Conduct regular site visits to monitor progress, productivity, safety practices, and quality control., • Identify project risks related to weather, soil conditions, permitting, utilities, and logistics, and proactively implement mitigation plans., • Coordinate closely with Project Managers, estimators, and executives to align field operations with overall project goals and company objectives., • Manage subcontractors and vendors, ensuring alignment on scope, performance expectations, safety, and schedule., • Maintain strong working relationships with owners, developers, inspectors, municipalities, and utility providers to support smooth project execution., • Review civil plans, profiles, specifications, and drawings to ensure constructability and effective field execution., • Oversee underground utility installation, including water, sewer, and storm systems, as well as tie-ins and required inspections., • Track production rates, equipment utilization, and crew performance to drive productivity and cost awareness., • Lead field problem-solving and conflict resolution across projects, addressing issues quickly to keep work on track., • Mentor, coach, and develop Superintendents and Foremen to strengthen internal capabilities and build future leadership., • Coordinate and oversee inspections with municipalities and utility providers to ensure timely approvals and compliance., • Support implementation and use of construction management and scheduling tools to enhance planning, documentation, and reporting.Essential Skills, • 10+ years of experience in civil construction or site development., • 3–5+ years of experience as a Senior Superintendent or General Superintendent managing multiple sitework or heavy civil projects simultaneously., • Strong knowledge of grading, excavation, underground utilities, drainage, and site development operations., • Experience working on DOT, municipal, or private development projects., • Ability to read and interpret civil plans, profiles, and specifications accurately., • Proven leadership experience managing large field teams and multiple concurrent projects., • Strong understanding of construction sequencing, logistics, and equipment utilization., • Proficiency with construction management or scheduling tools, such as HCSS, Procore, or HeavyJob (or similar platforms)., • Demonstrated ability in multi-project field leadership and coordination., • Skill in optimizing equipment and resource allocation across projects., • Competence in production tracking, cost awareness, and performance measurement., • Expertise in scheduling and sequencing of civil and site development activities., • Strong risk identification, analysis, and problem-solving capabilities., • Effective communication skills with field teams, project stakeholders, and external partners., • Commitment to safety leadership and consistent enforcement of safety and compliance standards., • Hands-on experience in utility construction and civil construction, including sitework and infrastructure., • Practical experience in construction management for civil and site development projects.Additional Skills & Qualifications, • Experience with large-scale residential, commercial, or infrastructure site development projects., • Background working with self-perform contractors in grading, utilities, asphalt, or concrete., • Familiarity with mass excavation, land clearing, erosion control, and stormwater systems., • Experience coordinating and managing inspections with municipalities and utility providers., • Strong organizational skills and the ability to prioritize and manage multiple active job sites., • High level of accountability and ownership for project outcomes, safety, and quality., • Qualification and hands-on experience in utility and grading operations.Work Environment The role is primarily field-based across multiple active civil and site development projects, with regular travel between job sites. The General Superintendent works closely with field crews, Superintendents, Foremen, subcontractors, inspectors, and project leadership in an environment that is fast-paced, production-driven, and safety-focused. Work takes place outdoors in varying weather and site conditions, including active construction zones involving grading, excavation, underground utility installation, stormwater systems, and roadwork. The position utilizes construction management and scheduling technologies such as HCSS, Procore, and HeavyJob (or similar tools) for planning, coordination, and reporting. The work schedule typically follows standard construction hours, with flexibility required to address project needs, site issues, and critical milestones. Job Type & Location This is a Permanent position based out of Raleigh, NC. Pay and Benefits The pay range for this position is $130000.00 - $150000.00/yr.
