Job Description Position Summary The Capture Manager supports capture planning and execution activities for Ethic Tech, LLC (ET) by developing and coordinating competitive strategies for qualified federal government contract opportunities, with a primary focus on Base Operations pursuits. Working under the direction of the Director of Capture Management, this role supports opportunity qualification, customer and competitor analysis, teaming coordination, and solution development to strengthen proposal readiness and overall win probability. This position serves as a key contributor between opportunity identification, pipeline development, and proposal execution, ensuring capture activities are organized, compliant, and aligned with approved win strategies. The Capture Manager is responsible for maintaining capture documentation, supporting gate review readiness, and ensuring effective capture-to-proposal transition activities in accordance with ET capture management procedures. This is a mid-level individual contributor role with no direct supervisory responsibilities. Essential Duties and Responsibilities Capture Support and Execution • Support the development and execution of capture strategies for assigned opportunities, including win themes, customer analysis, competitive assessments, and solution alignment., • Research and analyze customer requirements, acquisition history, incumbent environments, and competitor intelligence to support capture planning., • Develop and maintain Capture Plans through proposal handoff, including updates to win strategy, teaming status, risks, schedules, and action items., • Support solution development activities, including technical and management approaches, staffing strategies, and price-to-win inputs in collaboration with Proposal, Pricing, and Operations teams., • Coordinate with Pricing, Finance, Operations, Recruiting/HR, Contracts/Legal, and Proposal Management to align staffing assumptions, Basis of Estimate inputs, risk posture, and pricing strategy., • Identify and document capture, proposal, and performance risks, including recommended mitigation strategies for leadership review., • Ensure capture claims, discriminators, and win themes are evidence-based, aligned with customer requirements, and supported by documented proof points or assumptions., • Develop and maintain capture artifacts, including capture plans, call plans, competitive matrices, risk registers, compliance matrix inputs, and solution summaries., • Support teaming activities by researching potential partners, coordinating subcontractor inputs, supporting outreach efforts, and tracking teaming status., • Support Gate Bid/No-Bid reviews by coordinating required capture inputs, including updated Capture Plans, win themes, risk registers, teaming status, pricing inputs, annotated outlines, and compliance matrix inputs. Collaboration and Cross-Functional Coordination • Collaborate with Business Development, Proposal Management, Pricing, Finance, Contracts/Legal, Recruiting/HR, and Operations teams to ensure proposed solutions are competitive, compliant, and executable., • Support the transition of qualified opportunities from business development into capture and proposal phases., • Coordinate capture-to-proposal handoff activities by ensuring required artifacts, schedules, assumptions, repository links, and action items are complete and organized for proposal kickoff., • Coordinate internal meetings, action items, deliverables, and follow-up activities related to capture efforts., • Participate in customer meetings, industry days, conferences, and trade shows as appropriate, typically in coordination with Capture Management or Business Development leadership. Process Adherence and Reporting • Follow established Shipley-based capture management processes, tools, and templates to ensure consistency, quality, and compliance., • Maintain accurate and current capture documentation and status updates for assigned pursuits., • Maintain capture records within approved systems of record, including CRM updates, repository links, decision documentation, action logs, and artifact tracking., • Track assigned opportunity milestones and provide regular status updates to capture leadership., • Monitor gate-related action items, conditions of approval, risks, and mitigation activities through closure., • Follow KFS procurement integrity, Organizational Conflict of Interest (OCI), data handling, repository access, and Single Point of Contact communication requirements during capture activities. Required Qualifications • Bachelor's degree in Business Administration, Management, Engineering, or a related field required., • Minimum of 15 years of experience in capture management, business development, proposal support, or federal government contracting., • Experience supporting Shipley-based capture efforts for federal government contracts, preferably within DoD or federal civilian agencies., • Experience supporting Shipley-based color team reviews and recovery activities., • Working knowledge of the federal acquisition lifecycle and proposal development process., • Familiarity with FAR/DFARS concepts and federal procurement terminology., • Strong research, analytical, organizational, and problem-solving skills with strong attention to detail., • Ability to manage multiple capture efforts simultaneously in a deadline-driven environment., • Strong written and verbal communication skills with the ability to collaborate across cross-functional teams. Preferred Qualifications • Experience supporting small business, Tribal 8(a), ANC 8(a), or mentor-protégé contract pursuits., • Experience using proposal tools, CRM systems, or capture management platforms., • Exposure to pricing strategies, labor category development, staffing models, or Basis of Estimate development within federal proposals.
