We’re expanding our Transformation & Consultancy Leadership Team with three exciting Senior Leadership Opportunities RFL Property Services (RFLPS) is entering an exciting phase of growth. As a wholly owned subsidiary of the Royal Free NHS Foundation Trust, we provide high-quality estates, capital, PMO and transformation consultancy services to NHS organisations and partners. To support our expanding portfolio and mission to be the trusted partner for transforming healthcare environment, we are now recruiting three senior leaders to form a new, integrated leadership team across Programme Management, Transformation and Service Delivery. These senior leadership roles will work closely together, each with a distinct focus, to ensure our services are high quality, sustainable, commercially sound and consistently excellent for our customers. About the roles 1. Programme Manager & Head of PMO Services This role provides senior leadership for programme and portfolio delivery across major hospital, capital and system-wide programmes. You will: • Lead complex, high-risk programmes and portfolios, • Establish and mature Programme Management Offices (PMOs), • Set standards for programme governance, assurance and benefits realisation, • Act as a trusted advisor to SROs and Executive leaders, • Line manages programme and project management professionals This role ensures that programmes are delivered well, governed properly and focused on outcomes and value. 2. Programme Manager & Head of Transformation Services This role leads the Transformation Services product line, shaping how RFLPS supports organisations through large-scale change. You will: • Own and develop the transformation consultancy offer, • Lead transformation programmes and advisory commissions, • Build skills, capability and capacity across the consultancy workforce, • Define professional standards, development pathways and communities of practice, • Act as a senior transformation leader This role ensures that RFLPS has a strong, credible and future-ready transformation capability. 3. Programme Manager & Head of Service Delivery This role is accountable for service quality, customer satisfaction, contract management and financial performance across all consultancy services. You will: • Ensure consistent, high-quality delivery across PMO and Transformation services, • Lead service quality frameworks, KPIs and assurance, • Oversee contract performance, commercial management and financial control, • Lead workforce planning, capacity management and resource optimisation, • Act as the senior escalation point for service delivery issues This role ensures that services are delivered efficiently, sustainably and to a consistently high standard. How the Roles Work Together These three posts form a collective senior leadership team for RFLPS consultancy services: • The Head of Programme Management focuses on what we deliver and how programmes are governed and controlled., • The Head of Transformation Services focuses on what we offer, how our capability grows, and how we support change., • The Head of Service Delivery focuses on how well we deliver, customer experience, financial performance and resource sustainability. Together, they: • Set strategic direction for consultancy services., • Ensure consistency, quality and value across the portfolio., • Develop people, capability and future leaders., • Drive confidence and trust with clients and partners Who We’re Looking For We are looking for experienced senior leaders with: • A strong background from consultancy, transformation, PMO or programme delivery in NHS or other complex public sector organisations, • Experience operating at senior leader, executive or board level, • A commitment to quality, collaboration and public service values, • The ability to lead through complexity and ambiguity Whether your strength is programme delivery, transformation leadership or service operations, you will be part of a high-performing, supportive leadership team with real influence over how NHS consultancy services are delivered.
