Job Description Position: Safety Specialist Department: Safety / Operations Reports To: Director of Safety & Quality Location: DMV (DC, Maryland, Virginia) This job is offered by a Recruiter Position Summary: The Safety Specialist is responsible for supporting and enforcing the company’s safety program for underground utility construction operations. This position works directly with field crews, foremen, superintendents, PEs, PMs, customers and their Safety staff, and management to ensure compliance with company safety policies, OSHA, DOT, and other stakeholders and authorities having jurisdiction, while promoting a proactive safety culture across all job sites. The Safety Specialist conducts jobsite inspections, leads safety training, investigates incidents, and assists with hazard mitigation to reduce injuries, property damage, and regulatory risk. This position must be able to effectively communicate in English with employees, customers, inspectors, and other stakeholders. Spanish Language speaking & translating skills are a plus. Responsibilities: Field Safety Oversight • Conduct regular jobsite safety & quality inspections and audits for excavation, trenching, confined space, pipe installation, concrete, crane, and heavy equipment operations., • Monitor field operations for compliance with OSHA standards, including but not limited to: Excavation and trench safety, Confined space entry, Cranes & rigging, Fall protection, Utility locating and protection, Equipment operation, Traffic control, Personal protective equipment (PPE)., • Identify hazards and work with supervisors to implement mitigative and / or corrective actions., • Communicate safety expectations, hazard identification and mitigation, and regulatory requirements., • Assist supervisors in maintaining safe work practices and regulatory compliance on active construction sites. Final April 2026_TR Training & Safety Meetings • Lead training and new hire safety orientations., • Lead toolbox talks, AHA / JHA meetings and safety stand-downs., • Provide training on topics such as: Trench safety, Fall protection, Confined space entry, Working near live lines, Traffic Control, PPE, Excavation hazards, Heat/cold stress, Defensive driving, Equipment safety., • Maintain training records and compliance documentation. Incident Management • Respond to and investigate: Workplace injuries, Near misses / Good Catch observations, Property damage incidents, Utility strikes., • Document findings and develop corrective action plans., • Coordinate post-incident reviews with management., • Assist with workers’ compensation incident documentation and reporting requirements. Regulatory Compliance * Assist in maintaining compliance with: Occupational Safety and Health Administration (OSHA), Federal Motor Carrier Safety Administration (FMCSA), State and local safety regulations. • Assist with OSHA reporting, recordkeeping, and inspections., • Support DOT compliance programs, including driver qualification files, safety monitoring, and vehicle safety practices, where applicable., • Participate in regulatory audits, inspections, and safety program reviews. Program Administration * Maintain safety and quality documentation including: Job hazard analyses (JHAs), Safety inspection reports, Quality Inspections and audits, Training records, Incident and Investigation reports. Final April 2026_TR • Assist in development and updates of company safety policies, emergency response plans and procedures., • Monitor PPE, safety equipment, and jobsite safety supplies., • Support internal safety audits and safety program improvements. Safety Culture Development • Promote a safety-first culture across all crews and job-sites., • Provide coaching and guidance to supervisors and employees regarding safe work practices., • Recognize safe work practices and reinforce positive behavior. Qualifications: Education • High school diploma or GED required., • Associate or Bachelor’s degree in Occupational Safety, Construction Management, or related field preferred. Experience • 3–5 years safety experience in construction or utility work preferred., • Experience with underground utility construction / heavy civil operations strongly preferred., • Working knowledge of excavation, trenching, and heavy equipment, and construction hazards. Certifications (Preferred) • OSHA 30-Hour Construction, • Competent Person – Excavation & Trenching, • CPR / First Aid / AED, • Certified Safety Professional (CSP) or Associate Safety Professional (ASP) a plus Skills & Competencies • Strong knowledge of construction safety standards and regulations., • Ability to communicate effectively with field crews, supervisors, and management., • Incident investigation and root cause analysis., • Strong communication, report writing and documentation abilities., • Ability to influence safe behaviors in the field., • Proficiency with Microsoft Office and safety reporting systems., • Bilingual English/Spanish communication skills preferred, with the ability to translate safety procedures, safety meetings, and jobsite communications for Spanish-speaking employees. Final April 2026_TR Physical Requirements: The Safety Specialist must be able to: • Work outdoors in various weather conditions., • Walk job sites including uneven terrain, trenches, and active construction areas., • Lift and carry up to 50 pounds., • Climb ladders and access excavation and confined space areas., • Travel to multiple job sites. Work Environment: This position involves a combination of field and office work, with frequent travel to active construction sites involving: • Excavation operations, Heavy equipment, Traffic control zones, Underground utility installation environments.
