The position reports to the Senior Manager of Policy. The Health Fund Policy team was created to address the changing regulatory landscape, evaluate and advance health policy, and elevate the 32BJ Health Fund in public discussions on health care costs, hospital prices, and payment innovation. Our team is at the forefront of driving policies to lower healthcare costs and hospital prices in New York and New Jersey for the purpose of ensuring affordable, accessible, and high-quality benefits for our members. Our legislative successes to date include passage of the NYS Healthcare Affordability and Equity Law to prohibit anti-competitive contracting clauses, the NYC Healthcare Accountability and Consumer Protection Act creating the first-ever municipal Office of Healthcare Accountability, and the Healthcare Data Transparency Act requiring the New York State public employee plan to publish its hospital prices. Currently, our team is working to pass novel legislation to establish fair prices, called site neutral payments, for routine outpatient services in New York State, and legislation to codify healthcare cost growth benchmark infrastructure in New Jersey. We work on these legislative efforts with the Coalition for Affordable Hospitals, a multistakeholder coalition -- of labor unions, health care providers, community and consumer advocates, religious institutions, civil rights organizations, and government entities. This position will have a focus on supporting this legislative work in New York and New Jersey and is ideal for someone passionate about health policy solutions that create greater affordability for 32BJ Health Fund and its participants. Essential Duties and Responsibilities: • Perform research activities such as literature reviews, budget and policy analysis, and quantitative data analysis, • Compiling tailored, "just in time" information on specific hospitals or bill content in response to legislator questions, typically during a legislative session, • Work with communications teams to create images/graphs to distill complex policy topics into easy-to-understand visuals, • Research specific policy design issues in-depth to inform legislative language and amendments, • Analyze hospital audited financials to create hospital financial profiles, • Use visualization tools like Tableau to tailor data to specific audiences and prepare for meetings with legislators, • Support narrative-building in New York and New Jersey to center hospital prices in healthcare affordability and access policy conversations through research and writing to support reports, white papers, or other written products, • Maintain fact sheets with basic data point and keep calendar of data updates, • Develop and maintain expertise in data extraction and analysis of policy datasets, such as: NASHP, Sage Transparency, hospital audited financial statements, NYS SPARCS, NYS Institutional Cost Reports, CMS Healthcare Cost Report Information System, NYS All Payer Database, • Attend meetings and public hearings, prepare briefing notes, and interact with external partners and advocates, • Monitor State and City administrative activities relevant to healthcare provision, such as merger/acquisition approval meetings or land use and zoning processes, • Policy research and budget analysis, including for example:, • National scan of research of best practices in other states (i.e., updating compendium released in first policy conference), • How different states pay for healthcare cost accountability initiatives, • Review new, proposed, and final federal, state, and local legislation and assist in summarizing key provisions, • Help summarize learnings from policy implementation to research and advocate for new policies at the city, state, and federal level Qualifications (Competencies): • 2-5 years of relevant work experience, including analyzing and assessing policy options relative to a specified goal., • The ideal candidate is someone with a background in health policy and legislative research, including both quantitative and qualitative research., • Ability to analyze and distill large datasets, format spreadsheets, and effectively communicate findings., • Familiarity with healthcare claims and/or organizational financial analysis., • Ability to proficiently use MS Office software packages, including strong Excel skills., • Demonstrated ability to use data visualization tools, such as Tableau, is a plus. Soft Skills (Interpersonal Skills): • Ability to work independently and collaboratively as part of a team, • Excellent communication skills, both oral and written, • Well organized, attentive to detail and able to multitask and manage projects, • Ability to prioritize work and meet deadlines Education: College or paralegal degree, or equivalent experience required. MPH, MPA, or MPP a plus.
