Job Description Job Title: Transportation Planner Department: Operations Reports To: Assistant General Manager FLSA Status: Salary Exempt Employment Status: Full-time Benefits: Medical, Dental, Vision, Pension, Voluntary Supplemental, and PTO Pay: $60,000-$85,000 Job Summary: This position plays a key role in the planning, analysis, and improvement of transit operations and systems. It supports strategic initiatives, performance measurement, and the development of comprehensive transit programs that align with the District's goals. Essential Duties/Responsibilities: • Conduct route and system performance analysis to identify opportunities for operational improvements., • Assist in creating and maintaining long- and short-term transit plans and programs., • Analyze operational data and develop recommendations for process and system enhancements., • Design, maintain, and implement technical processes, leveraging transportation expertise and performance data to support objectives., • Develop project work plans for cross-departmental initiatives., • Prepare reports and deliver presentations to internal and external stakeholders., • Lead continuous improvement efforts in transit operations by utilizing data such as ridership trends, demographic shifts, and service performance., • Create Requests for Proposals, Invitation for Bids, Purchase Orders, service provider contracts, maintain procedural guidelines, and ensure the district is compliant with all applicable laws and regulations as they pertain to Procurement., • Direct daily activities involving procurement of goods and services for CityLink including the management of all Federal and State capital purchases and working with various personnel to procure large purchases., • Oversees contracts for professional services, supply contracts, procurements, acquisitions, and leases on a weekly basis., • Ensure standardized bus stop plans are current and shared with developers and local jurisdictions to promote infrastructure readiness., • Support the design, deployment, and evaluation of public and passenger surveys., • Support activities related to the Transit Asset Management (TAM) plan, • Principles of business strategy, including strategic planning, resource allocation, leadership, and operations., • Transit operations, planning methodologies, and policy development practices., • Proven experience managing and leading transportation planning projects, including serving as a project manager., • Skilled in developing scopes of work, managing budgets, and supervising project team members., • Proficient in Microsoft Office Suite and adaptable to learning new software tools., • Strong interpersonal and communication skills; able to effectively engage individuals across all levels of the organization and with diverse backgrounds and abilities., • Demonstrates sound judgment, discretion, professionalism, and a commitment to confidentiality. Education & Experience: • Bachelor's degree in Urban/Rural or Regional Planning, Transportation Planning, Architecture, Civil Engineering, Geography, or a related field preferred., • Minimum of three (3) years' experience in transit, urban, rural, or regional planning required., • Additional relevant experience may substitute for formal education if sufficient to perform essential job functions., • AICP Certification is strongly preferred., • Working knowledge of transit operations and planning is required. Working Conditions: • Primarily office-based role with extended periods of sitting and computer work., • Occasional standing, walking, reaching, bending, or lifting of office supplies and equipment., • Regular travel to GPMTD facilities and properties., • Occasional out-of-state travel for conferences, training, or meetings., • Monday - Friday, 8:00am-5:00pm (with flexibility as needed).
