Blue Horizon Energy is seeking an exceptional Manager of Talent Acquisition & Development to build and lead our talent acquisition and workforce development efforts as we continue our rapid growth across the United States. This is not a traditional “HR” role. Rather, this position serves as the architect of Blue Horizon's talent strategy, responsible for identifying, attracting, hiring, developing, and retaining high-performing employees across all areas of the business. Reporting directly to the CEO, the Manager of Talent Acquisition & Development will be responsible for recruiting top talent across technical, sales, construction, and leadership positions while simultaneously building training and development programs that enable employees to grow and advance within the organization. Key Responsibilities Talent Acquisition & Recruiting • Lead full-cycle recruiting efforts for all company positions nationwide, including skilled trades, field construction roles, technical staff, sales team members, and management., • Partner with executive leadership and department leaders to understand workforce needs and develop proactive hiring strategies., • Build and maintain talent pipelines for critical and difficult-to-fill positions., • Develop sourcing strategies utilizing professional networks, industry relationships, trade organizations, recruiting platforms, educational institutions, and referral programs., • Manage the entire candidate experience, from initial outreach through onboarding, with support as required from the rest of the team., • Coordinate and facilitate interview processes and candidate assessments., • Establish hiring best practices, interview frameworks, and candidate evaluation., • Develop recruiting metrics and reporting to measure hiring effectiveness, candidate quality, recruiting efficiency, and hiring manager satisfaction., • Ensure hiring decisions align with Blue Horizon's values, culture, and long-term strategy., • Continuously improve recruiting processes. Talent Development & Training • Design and implement employee training and development programs across the organization., • Build onboarding programs that accelerate employee integration, engagement, and productivity., • Develop technical training pathways for construction, operations, project management, engineering, electrical, and sales personnel., • Coordinate professional development opportunities, certifications, continuing education, and industry-specific training., • Create structured career development frameworks that support employee growth and advancement., • Identify skill gaps across the organization and develop programs to address them., • Work with department leaders to establish competency models and role-specific development plans., • Develop leadership development programs to prepare employees for future management and leadership responsibilities., • Track training participation, effectiveness, and employee development outcomes., • Establish systems that encourage internal promotion and career advancement opportunities. Organizational Capability & Workforce Planning • Partner with executive leadership to forecast workforce needs and support organizational growth., • Help establish career progression pathways for key functional areas throughout the company., • Develop workforce planning tools and processes that support long-term growth objectives. Employer Brand & Talent Network Development • Build Blue Horizon Energy's reputation as an employer of choice within the clean energy industry., • Expand Blue Horizon Energy's professional recruiting network throughout the renewable energy, construction, electrical, engineering, and infrastructure industries., • Promote Blue Horizon Energy's culture, mission, and career opportunities to prospective employees nationwide. Qualifications Required • Bachelor's degree or equivalent professional experience., • Five or more years of experience in recruiting, talent acquisition, workforce development, organizational development, or related fields., • Demonstrated success recruiting for multiple disciplines and levels within a growing organization, including skilled trades and field construction team members., • Experience developing and implementing employee training or professional development programs., • Strong interviewing, candidate assessment, and talent evaluation skills., • Exceptional communication, relationship-building, and interpersonal skills., • Strong organizational and project management capabilities., • Ability to operate independently with limited supervision., • Demonstrated ability to build systems, processes, and programs from the ground up., • Willingness to travel periodically to support recruiting and workforce development initiatives nationwide. Preferred • Experience within construction, renewable energy, engineering, electrical contracting, manufacturing, infrastructure, or related industries., • Experience supporting organizations undergoing significant growth and organizational scaling., • Familiarity with applicant tracking systems, recruiting technologies, learning management systems, and talent analytics., • Experience establishing apprenticeship, internship, or workforce development programs., • Knowledge of technical, skilled trades, and field operations recruiting., • Experience partnering directly with executive leadership teams.
