Job Description Position: Human Resources Specialist / Human Resources Data Analyst (Senior) Clearance: Secret Location: Fort Belvoir, VA , Hybrid Telework Type: Exempt, Part Time Description The Human Resources Specialist / Human Resources Data Analyst (Senior) provides high-impact analytical, advisory, and data management support for the Human Resources (HR) operations of a government organization. This role integrates strategic human capital planning, workforce analytics, and HR data governance to support Army workforce planning and compliance with Office of Personnel Management (OPM) and Department of Defense (DoD) standards. Working within a collaborative, analytics-driven HR environment, the Human Resources Specialist / Human Resources Data Analyst (Senior) evaluates talent strategies, develops actionable workforce insights, and delivers accurate, defensible data products for senior leadership. The position requires advanced HR data analysis expertise, strong knowledge of Army manpower systems, and the ability to translate complex workforce data into strategic recommendations that support organizational readiness, resourcing decisions, and compliance mandates. Duties and Responsibilities (including but not limited to) • Evaluate the effectiveness of organizational talent strategies in alignment with Army Civilian Strategic Human Capital Planning Guidance and appropriated funding, ensuring compliance with Army workforce planning requirements, • Analyze and respond to Department of the Army (DA) and OPM-directed taskers, including Headquarters Department of the Army (HQDA) manpower, personnel, and force structure data calls, • Develop statistical analyses and narrative justifications to support organizational changes, manpower adjustments, reorganizations, realignments, and staffing level recommendations, • Advise command leadership on the workforce, manpower, and operational impacts of top-down or command-initiated organizational changes, • Work directly with Program Management Offices (PMOs) to coordinate manpower tasking requirements, funding alignment, and personnel resource allocations, • Perform the extract, transform, and load (ETL) process on HR data from/to HR systems such as Human Resources Database (HRDB), Defense Civilian Personnel Data System (DCPDS), and Career Acquisition Personnel & Position Management Information System (CAPPMIS), • Ensure the accuracy, integrity, consistency, and auditability of HR datasets in accordance with OPM Human Capital Framework guidance and DoD data standards, • Develop, maintain, and optimize interactive dashboards and reports to support leadership decision-making and HR operations, • Analyze HR metrics including headcount, attrition, turnover, demographics, workforce mix, training and certification completion, performance trends, and acquisition workforce compliance, • Identify workforce trends, patterns, and anomalies requiring HR or leadership action and provide data-driven insights and recommendations, • Automate recurring HR reporting, dashboard refreshes, and spreadsheet-based processes to improve efficiency and reduce manual workload, • Maintain secure, organized HR data repositories with role-based access controls and version control in compliance with the Privacy Act of 1974 and DoD 5400.11-R, • Implement and manage role-based access to sensitive HR data to protect personally identifiable information (PII), • Maintain and update HRDB entries to reflect current coding guidance, business rules, and evolving requirements, • Monitor monthly HRDB report cards, identify discrepancies, and coordinate resolution with leadership and relevant stakeholders, • Validate and maintain HRDB data fields, including Direct Matrix, Embedded Matrix, Core Civilian, and Unfunded Requirement (UFR) data, using established HRDB business rules and flowcharts, • Track and update manpower resources across fiscal years based on program realignments, funding shifts, and unfunded requirements, • Accurately document Full-Time Equivalent (FTE) allocations across fiscal years for all manpower requirements, • Ensure compliance with Project Management Resource Tools (PMRT) and Comprehensive Cost and Requirement System (CCaR) contractor support documentation, including correct matrix annotations and funding code usage, • Serve as liaison between HR leadership, system administrators, and stakeholders for HRDB coding corrections, annotations, and data quality issues, • Track personnel in-processing and out-processing, ensuring accurate position, funding, and personnel coding within HR systems, • Develop training materials and provide hands-on training and documentation to HR staff for dashboard usage, data interpretation, and reporting tools, • Partner with HR, IT, and leadership teams to define workforce metrics, Key Performance Indicators (KPIs), and reporting requirements, • Bachelor’s degree in Human Resources, Business Administration, or a related discipline, • 8+ years of professional experience supporting HR operations, workforce planning, human capital analytics, or manpower management within a DoD or Federal environment, • Demonstrated experience working with Army HR systems such as HRDB, DCPDS, CAPPMIS, or similar personnel and manpower databases, • Proven expertise developing dashboards and reports using Microsoft Power BI, including DAX, Power Query, and data modeling, • Strong experience with data extraction, transformation, and loading (ETL), including SQL-based analysis, • In-depth knowledge of HR data governance, data integrity controls, and federal data privacy regulations, • Strong understanding of OPM Human Capital Framework, Army workforce planning processes, and DoD manpower policies, • Excellent written and verbal communication skills, with demonstrated ability to translate complex data into clear, actionable insights for leadership, • Proven ability to work independently, manage multiple priorities, and meet time-sensitive data calls and reporting deadlines, • Proficiency with Microsoft 365 tools, including Excel, PowerPoint, Word, SharePoint, Teams, and related collaboration platforms, • Experience preparing executive-level briefings, reports, and decision-support materials, • Advanced SQL proficiency and experience integrating data across multiple enterprise systems, • Experience automating HR analytics processes and reporting workflows, • Familiarity with PMRT, CCaR, and Army manpower resourcing models, • Experience providing workforce analytics support to senior DoD or Army leadership, • Strong customer service orientation and ability to collaborate with cross-functional teams, • Ability to quickly respond to time-critical
