Job Description Job summary: We are seeking a highly organized and motivated Facility Manager Assistant (FMA) to help oversee the day-to-day operations and maintenance of the Mike O’Callaghan Military Medical Center (MOMMC) and the 99th Medical Group (99 MDG) at Nellis AFB. This candidate will serve as a technical advisor and subject matter expert for healthcare facilities management, construction, and operations, and will work closely with the Facility Manager to ensure a safe, efficient and well-maintained environment for all staff and visitors. This role requires advanced technical expertise, certifications, and specialized healthcare facility management experience to ensure compliance with Department of Defense (DoD), U.S. Air Force, Defense Health Agency (DHA), and The Joint Commission (TJC) standards. The ideal candidate will also demonstrate professionalism with a strong work ethic, a solid understanding of building maintenance and excellent communication and problem-solving skills. The FMA will coordinate with vendors, respond to facility-related requests and help ensure compliance with all safety and health regulations. Responsibilities/daily tasks: Provide support as subject matter expert and technical advisor for the facility to include but not limited to planning, research, coordination, and project activities to ensure service order and task order objectives are accomplished within the prescribed time frame and funding parameters by performing the following duties: Review service order quotes or plans in order to determine the project time frame, funding limitations, and procedures for accomplishing project, staffing requirements, allotment of available resources to various phases of project. Establish work plans and staffing requirement(s) for each phase of the project and arrange for recruitment and/or assignment of subcontract project personnel where applicable. Assist in the development of Independent Contractor Estimates (ICE) for the government’s comparative analysis of contractors’ proposals as needed. Assist the Facilities Management (FM) staff in price negotiations with contractors prior to award. Develop and maintain monthly requirements and project status reports for briefing the FM Staff and higher-level government management. Coordinate with applicable US Air Force base authorities to ensure proper/required permitting and documentation is provided for approval prior to execution of work. Provide technical guidance to assist Facilities Management and upper-level staff for construction and facilities management related activities. Provide overview of the facility maintenance contract and healthcare environmental cleaning contracts. Ensuring contracts meet performance work statement criteria and report issues/concerns to facility management leadership. Provide inputs (detailed if required) to The Joint Commission (TJC), Element of Performance Standards for Life Safety, Environment of Care, and any other chapters deemed the responsibility of Facility Management. Provides updates for quarterly Environment of Care (EoC) and Facility Utilization and Modernization Function meetings to leadership. Performs weekly EoC inspections and reports findings for corrections. Assists Hospital Safety Officer with scheduled fire drills and general safety tasks to include inspections of squadron safety programs, meetings with safety/DHA personnel, and hazardous waste program. Provide other duties as assigned. Qualifications: Must be technically qualified in the field of Healthcare Facilities Management and construction, and shall have following certifications/degree: · Construction Quality Management (CQM) Course for contractors from U.S. Army Corps of Engineers · OSHA 30-Hour Training courses for Construction and General Industry. · A Bachelor’s Degree from an accredited college or university in Construction Management, Structural/Civil/Mechanical Engineering, or Business is required. Experience: Shall have a minimum of five (5) years of experience in health care occupancy construction, renovation, and repairs to health care buildings and minimum of five (5) years of experience in health care facility/buildings operations, including the maintenance and repair of medical infrastructure systems. Other Knowledge, Skills and Abilities: Shall be familiar with the various codes and standards: National Fire Protection Association (NFPA), Environmental Protection Agency (EPA), United Facilities Criteria (UFC), and Occupational Safety and Health Administration (OSHA), and The Joint Commission (TJC) for hospital accreditations. Shall have advanced knowledge and understanding of the following areas: · All aspects of repair, construction, and facilities management to include the following disciplines: Mechanical, Electrical, Plumbing, Communications, Security, Landscape, Structural, and Government Equipment · Government Service Order and contract modification process Unified Facilities Criteria requirements and significant knowledge and experience with Air Force and Defense Health Agency (DHA) environmental requirements and processes · Developing market research for government review and approval · Government project bidding process (i.e. issuing request for proposals (RFP’s), analyzing contractors’ bids, and recommending contractors’ proposals for award) · Managing and enforcing government awarded projects and contracts to completion including punch list review, closeout documentation and final acceptance. Experience managing, supervising and training multiple individuals and subcontractors at various skill levels · AutoCAD or Revit to update plans after modifications or as needed. Annual Management Plans (AMPs) - assist in the development, review, and implementation of all Annual Management Plans required under The Joint Commission’s Environment of Care (EoC) program. Environment of Care (EoC) - oversee and coordinate activities necessary to maintain a safe, functional, and compliant healthcare environment. Infection Control and Prevention - work collaboratively with the Infection Prevention and Control (IPC) Office to ensure all construction, maintenance, and repair activities are performed in compliance with infection prevention requirements. Critical Skillsets: Ability to effectively utilize PowerPoint, Excel (to include pivot tables, build charts, and build graphs), Microsoft Outlook, Microsoft calendar and Microsoft Word are required. Life Support Certification: At a minimum, all health care workers must maintain at the contractor's expense current certification in either the American Heart Association Basic Life Support (BLS) (Course C) or the American Red Cross CPR/BLS Course. Physical Requirements: Requirements include prolonged walking, standing, sitting or bending. Must be able to carry 25-50 pounds.
