Recruiter/HR Manager – DSSW Starting Salary: $55,000/year Location: Corporate Office – San Antonio, TX Employment Type: Full-Time | Exempt Reports To: HR Director Department: Human Resources Reports To: HR Director FLSA Status: Exempt Position Summary The HR Manager & Recruiter oversees day-to-day Human Resources operations while driving full-cycle talent acquisition to meet organizational staffing needs. This role ensures compliance with agency, state, and federal requirements; optimizes HR systems and programs; and builds pipelines to attract and hire top regional talent. The position serves as a strategic partner to leadership on workforce planning. Essential Duties & Responsibilities (Time allocation: ~50% Human Resources Management / ~50% Recruitment & Talent Acquisition) Human Resources Management (50%) • Under direction of the HR Director, develop and administer HR plans, policies, and procedures for all agency personnel., • Participate in establishing departmental goals, objectives, and systems; recommend improvements for efficiency and service quality., • Assist in drafting/updating job descriptions; conduct annual salary surveys; analyze compensation; support merit/salary budget planning; monitor performance evaluation programs., • Conduct and assist with new employee orientations; ensure onboarding documentation and file compliance., • Verify pre-employment screening and documentation; confirm employment and personal references as needed., • Maintain personnel records to ensure compliance with agency, state, and federal regulations., • Ensure criminal history background checks and payroll reports are submitted within required timeframes (e.g., within 72 hours of employment and twice annually)., • Perform ongoing file maintenance., • Assist with oversight of task completion and quality of work performed by staff in the Corporate HR Department and local offices., • Attend administrative staff meetings and other agency meetings; participate in exit reviews during staff terminations as necessary., • Ensure incident/accident reports submitted to HR are complete and properly recorded., • Recommend new training approaches, policies, and procedures; uphold strict confidentiality and compliance with all regulations and company policies., • Develop, communicate, and administer cost-effective recruiting strategies/programs to fill openings across the agency., • Collaborate with hiring managers, HR, and executive leadership on workforce planning, hiring needs, trends, and recruiting strategies; co-create position descriptions., • Build and maintain a pipeline of qualified candidates; cultivate relationships with external recruiters, university career centers, and employment agencies., • Source candidates via recruiting platforms and social media; review resumes and select applicants for further consideration., • Serve as primary point-of-contact for candidates through the interview process: status updates, Q&A, scheduling, negotiating/extending offers, start-date coordination, and follow-up., • Plan, coordinate, and execute off-site recruitment efforts (e.g., information sessions, career fairs) and interviewing logistics (interview dates, interviewer schedules)., • Track and analyze recruitment performance benchmarks; maintain and communicate recruiting data; provide analytical reports including competitor strategies and compensation insights., • Manage recruitment rewards, contests, referral bonus programs, and promote agency brand at conferences, association meetings, job fairs, and networking events., • Inform candidates about company programs, benefits, structure, and advancement policies; ensure pre-employment testing is administered, results analyzed, and applicant files maintained., • Manage online recruitment and onboarding software processes; participate in special projects as needed., • Observe confidentiality at all times; comply with federal, state, and company policies, procedures, and regulations., • Perform other related recruiting duties as assigned. Required Knowledge, Skills & Attributes • Able to work independently and collaboratively to meet goals and deadlines., • Strong time management and organizational skills with keen attention to detail., • Proven ability to lead, motivate, develop, and manage personnel., • Excellent interpersonal skills; active listening; ability to tailor communication to different audiences., • Strong written and verbal communication skills; must be able to read, write, and comprehend English and communicate efficiently., • Customer-service orientation and ability to work professionally with healthcare professionals, clients, families, and the general public., • Proficiency with MS Word and Excel; aptitude to learn agency-specific HR/recruiting software., • Typing proficiency: 35 WPM with ≥80% accuracy; Excel accuracy ≥80%., • Ability to maintain strict confidentiality and handle sensitive information with discretion. Education & Experience • High school diploma or GED required; bachelor’s degree in Business, HR, Management, or related field preferred (or equivalent four-year program)., • Human Resources: 2–4 years HR experience (including 2–3 years supervisory experience) preferred; 3–4 years overall office experience, preferably in HR., • Recruitment: 2–4 years recruitment experience (health-related setting preferred); experience interviewing and assessing candidates; prior training in interviewing techniques., • Familiarity with applicable state and federal employment regulations. Work Environment & Physical Requirements • Typical office environment with frequent computer use., • Ability to sit, stand, and walk for extended periods; lift up to 25 lbs occasionally for event materials.
