Change Housing has a fantastic opportunity for an Assets & Capital Delivery Manager. Change Housing, together with subsidiaries Hilldale Housing Association, Quays Housing and Trinity Housing Association, provide Specialist Supported Housing and homelessness bridging accommodation and services to some of the most vulnerable people in our society who need additional support to live better, more independent lives. We bring expertise and capability together which enables the small-scale registered housing provider to create operational excellence, growth and diversification. We are part of the wider FourSynergy Group - a leading UK provider offering an end-to-end service that spans the four core pillars of social care: care, housing, development and investment. You will manage the planned works programme that includes both the in-house surveying team and services provided by contractors and manage and oversee all soft FM service contracts (e.g., cleaning, grounds maintenance and windows). You will ensure that contracts deliver value for money, meet KPIs, and adhere to statutory and health & safety requirements. You will also lead procurement, tendering, mobilisation, and contract review processes. The role will offer you the chance to plan and Lead planned works and capital programmes; drive safety, compliance and quality across delivery; improve customer experience using resident insight and data and work within a values led specialist supported housing organisation. The position is based at our offices near Media City in Salford with true hybrid working giving you the option to work half of your time at home, you will also be expected to visit our properties, so the ability drive and travel is essential. You will: • Lead the development and delivery of annual and planned maintenance programmes., • Ensure works align with lifecycle data, compliance requirements, and budget priorities., • Oversee specification development, project planning, and performance monitoring., • Work towards the governments new Warm Homes fund initiative., • Work with delivery partners to maximise funding opportunities and improve energy performance of homes., • Ensure robust evidence collection, reporting, and programme governance., • Monitor budgets for planned maintenance, soft services, and ECO programmes., • Produce accurate monthly and quarterly budget reports, forecasts, and variance analysis., • Provide clear performance reporting to senior management and boards., • Ensure financial controls and audit requirements are met., • Communicate with care provider service managers at Change Group properties to resolve issues with quick fixes, reporting, monitoring, and chasing up the wide variety of property issues that are raised each day., • Handle an expanding portfolio of properties and tenants and prioritise urgent issues as they arise., • Laise with our property surveyors and housing team officers to gain information to provide great customer service, • Develop good working practices by providing information, which can be used to improve and influence our company systems, workflow, and Key Performance Indicator metrics and resolve administrative problems by preparation of reports, analysing data, and identifying solutions and keeping good quality records. The role combines housing, facilities management, and property maintenance, our ideal candidate will have a repairs background coupled with excellent levels of customer service experience. You must have: • a minimum of an HNC in Building or equivalent, • Experience managing properties in Social Housing, planned works, or facilities management contracts., • Knowledge of soft FM services and associated legislation., • Experience managing planned maintenance programmes and contractor performance., • Understanding of ECO schemes (ECO3/ECO4) or similar retrofit programmes., • Strong financial and performance reporting skills., • Proven line management experience., • Excellent communication, organisational, and stakeholder engagement skills. Whilst not essential it would be advantageous if you have: • Experience working within social housing or a regulated environment., • Technical qualification in building surveying, FM, or asset management., • Knowledge of sustainability and retrofit standards. As you will need to visit our properties you must have a full driving licence.
