Job DescriptionSalary: Negotiable LITTLE RIVER BAND OF OTTAWA INDIANS POSITION VACANCY ANNOUNCEMENT POSITION: Chief Financial Officer (Full Time - Contracted Position) SUMMARY: This position is responsible for the overall integrity and accuracy of the accounting and financial operations for the Little River Band of Ottawa Indians Tribal Government, to include the supervision of staff and the performance of accounting and financial work of considerable complexity and difficulty. EMPLOYMENT QUALIFICATIONS: • Bachelor's degree in accounting; and, • A minimum of ten (10) years of experience within accounting; and, • A minimum of five (5) years supervisory experience at an Accounting Manager or Controller level; and, • In-depth knowledge of laws and regulations relevant to Tribal Government operations; and, • Financial management experience with direct responsibility for compliance; and, • Advanced knowledge of general accounting principles and practices, automated accounting systems and applicable software applications, and financial record keeping and reporting procedures. DUTIES AND RESPONSIBILITIES: • Directs and supervises budgeting, audit, accounting, purchasing, real estate, and insurance activities for the organization., • Establishes operating policies, procedures, controls, and reporting systems., • Supervises staff and department functions including hiring, training, counseling, and terminations., • Establishes and coordinates the work plans, priorities, and resource allocation of the department, ensuring assignments and goals are clearly linked to the needs of the organization., • Ensures financial records are maintained in accordance with generally accepted accounting standards and practices., • Coordinates, develops, and monitors revenue and expense budgets in accordance with Tribal goals., • Designs, implements, and monitors cost-effective internal controls that consider documented risk assessments., • Develops and implements a monthly financial reporting mechanism in accordance with tribal ordinances and regulations., • Analyzes operating performance against plans, trends, budgets, and other standards in a timely manner., • Monitors cash flow for effective cash management, and forecasts short and long-range cash requirements to ensure adequate funds are available., • Recommends and implements techniques to increase efficiencies, cut costs and take advantage of financial opportunities., • Assists Ogema with financial/operational planning and maintenance by preparing short- and long-range plans and required reports., • Provides Tribal Council with financial analysis relative to special projects, as required., • Ensures that general accounting, accounts payable, accounts receivable and payroll activities are conducted in accordance with standards established by Tribal policy or procedures., • Ensures Tribal assets are protected with sound internal controls, internal auditing, and proper insurance coverage., • Reviews appropriation requests against approved budgets and exercises accounting control to ensure expenditures do not exceed amounts authorized and availability of funds., • Provides technical support, advice, and coordinates financial arrangements on economic development initiatives., • Maintains banking relationships., • Obtains and structures appropriate financing packages for government and enterprise needs., • Provides oversight and technical assistance to tribal enterprises on financial and accounting related matters., • Determines fiscal requirements of the department and prepares budgetary recommendations; monitors, verifies, and reconciles expenditure of budgeted funds consistent with fiscal management policies., • Collects and analyzes data; generates comprehensive narrative and statistical reports. Presents reports to the Ogema and Tribal Council, and as directed to the community., • Maintains professionalism and confidentiality in all aspects of work and complies with all applicable tribal, federal, or state laws and procedures., • Represents the Ogema and Tribal Council in meetings with internal and external entities/individuals in matters related to financial management, as requested., • Other position related duties as assigned by supervisory authority. SUPERVISORY RESPONSIBILITIES: Direct supervision of multiple exempt level department heads. Responsible for interviewing, hiring, training, rewarding, and disciplining of subordinates, in addition to planning, assigning, and directing work. PHYSICAL DEMANDS: Sitting for extended periods of time, frequent walking, and occasional reaching, bending, kneeling, or stretching is to be expected. The nature of the work also involves manual dexterity to operate office equipment and while keyboarding. An employee will need normal or corrected to normal range of sight and hearing and will carry work-related materials up to twenty-five (25) pounds. WORKING ENVIRONMENT: Work is performed in a climate-controlled office environment. The employee's work schedule may periodically need to be flexible and adjusted according to business needs. The employee must be able to effectively manage stressful and compromising situations while remaining focused and professional, as well as be able to deal with difficult people without losing perspective. Occasional overnight or local travel will be necessary to attend meetings or trainings.
