Job Description Key Responsibilities: Safety Program Management (SSHO): • Develop, write, submit, and maintain Accident Prevention Plans (APPs) and Activity Hazard Analyses (AHAs) in accordance with EM 385-1-1, OSHA, and contract requirements., • Serve as the designated Site Safety & Health Officer for assigned projects., • Conduct and document daily safety inspections and site audits., • Lead safety orientations, toolbox talks, and task-specific safety training., • Maintain all safety documentation, including inspection logs, training records, certifications, incident reports, and corrective action logs., • Track safety training requirements and expiration dates; coordinate renewals as needed., • Investigate incidents and near-misses and implement corrective actions., • Exercise stop-work authority when unsafe conditions are identified., • Develop, write, submit, and maintain Quality Control Plans (QCPs) in accordance with contract requirements., • Implement and manage the Three-Phase Control System (Preparatory, Initial, Follow-Up)., • Conduct and document preparatory meetings, initial inspections, and follow-up inspections., • Verify materials, equipment, and workmanship comply with approved drawings, specifications, and submittals., • Maintain QC inspection reports, deficiency logs, and corrective action tracking., • Coordinate testing, inspections, and commissioning activities as required., • Support project closeout documentation, including punch lists, as-builts, and turnover packages., • Establish and maintain a comprehensive training matrix for all project personnel., • Track and manage safety and quality training records for employees and subcontractors., • Ensure all documentation is accurate, current, and audit-ready at all times., • Verify subcontractor compliance with safety, quality, and documentation requirements., • Work closely with Project Managers and Program Managers to align safety and quality efforts with project schedules and execution., • Coordinate daily with subcontractors to ensure compliance with safety and quality requirements., • Communicate clearly and professionally with Government safety and quality representatives., • Minimum 7+ years of experience in construction safety and quality control management., • Demonstrated experience writing and managing APPs, AHAs, and QCPs., • Experience working on federal construction projects (NAVFAC, USACE, GSA preferred)., • Strong knowledge of construction means, methods, and sequencing., • Excellent organizational, documentation, and communication skills., • OSHA 501 – Trainer Course in OSHA Standards for Construction (Required), • OSHA 30-Hour Construction (Required), • EM 385-1-1 Training (Required for USACE projects), • Quality Control Management (QCM) for Contractors Certification (Preferred), • Ability to work on active construction sites and in mechanical spaces., • Ability to walk job sites, climb ladders, and access confined or elevated areas., • Ability to lift up to 50 lbs. as needed., • Ability to work in varying weather conditions.
